Abstract
This research aimed to 1) study the components of student quality development, 2) to develop a model of small-school students quality improvement in 21st century applied empowerment evaluation approach and professional learning communities concept 3) to implement and evaluate the model and 4) to take the lesson learned from using the model. Research Methodology was research and development which conducted 4 phases based on research objectives. The participants were an administrator and 4 teachers of a small school in NakhonRatchasima acquired by Purposively selected.The techniques and Research instruments included documents synthesis and the correlation tables, Unstructured interviews, the form of assessment model quality which 5 levels, PLC activities, and fieldnotes. Data were analyzed by using descriptive statistics and content analysis.
The findings revealed that 1) the components of students quality development consists of (1) Development strategies (2) Supportive systems (3) Motivative mechanisms (4) Knowledge management and (5) Evaluation 2) The model for the development of 21st-century small school learners had three components: (1) input; stakeholders, development strategies, Supportive systems, (2) process; was driven by the PLC activities and the empowerment evaluation approach concept. (3) output; the quality of teachers, students and school management. 3) The results of model quality assessment showed that Models have the highest levels of utilization. Secondly, there was a standard of accuracy, appropriate and feasible, respectively. 4) For Lesson learned concluded that the motivation of the learner's development was due to the hope and awareness of the school. Evaluating learners for development had resulted in a clear and coherent development plan. Teachers needed to use assessment primarily in their work. Self-assessment was good for development, work–focused on progress more cheerful focused on standard, having a good mind to respect each others gave good results.
