การบริหารตามหลักธรรมาภิบาลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 25

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพการบริหารตามหลักธรรมาภิบาลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา  เขต  25   2) เพื่อเปรียบเทียบความคิดเห็นต่อสภาพการบริหารตามหลักธรรมาภิบาลของโรงเรียนจำแนกตามตำแหน่งและขนาดของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา  เขต  25 กลุ่มตัวอย่าง  (Samples) ที่ใช้ในการศึกษาวิจัย  ผู้วิจัยได้กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตาราง  Kreicie &  Morgan  จึงได้ขนาดกลุ่มตัวอย่างจำนวน 261 คน ประกอบด้วยผู้บริหาร  15  คน  ผู้ปฏิบัติการ  246  คน  เครื่องมือที่ใช้ในการเก็บข้อมูลเป็นแบบสอบถามมาตรส่วนประมาณค่า  5  ระดับ    การหาค่าความสอดคล้อง  IOC  ระหว่าง  0.66 -  1.00  สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่  ค่าร้อยละ (Percentage)   ค่าเฉลี่ย (Mean)  ส่วนเบี่ยงเบนมาตรฐาน (Standard  Deviation)  การทดสอบสมมติฐาน ค่าที  t- test  แบบ  Independent  และ การทดสอบค่าเอฟ  (F - test) หรือการวิเคราะห์ความแปรปรวนทางเดียว (ONE – WAY  ANOVA)

1. สภาพการบริหารตามหลักธรรมาภิบาลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา  เขต  25  โดยภาพรวม  พบว่าอยู่ในระดับมาก  เมื่อพิจารณาเป็นรายด้าน  พบว่า  การปฏิบัติอยู่ในระดับมากทุกด้านโดยด้านที่มีค่าเฉลี่ยสูงสุดคือ  ด้านการบริหารงานวิชาการ  รองลงมาคือด้านการบริหารงานทั่วไป   ด้านการบริหารงานงบประมาณตามลำดับ   ส่วนด้านที่มีการปฏิบัติต่ำที่สุดคือ ด้านการบริหารงานบุคคล แต่เมื่อพิจารณาเป็นรายหลักพบว่าการปฏิบัติอยู่ในระดับมากทุกหลัก  โดยหลักที่มีค่าเฉลี่ยเรียกจากมากหาน้อยคือหลักการมีส่วนร่วม  หลักความคุ้มค่า  หลักความรับผิดชอบ  หลักนิติธรรม  หลักคุณธรรม  ส่วนหลักที่มีการปฏิบัติที่สุดคือหลักความโปร่งใส

2     การเปรียบเทียบความคิดเห็นต่อสภาพการบริหารตามหลักธรรมาภิบาลจำแนกตามตำแหน่งและขนาดของโรงเรียนดังนี้

                       2.1 ผลการเปรียบเทียบความคิดเห็นต่อ สภาพการบริหารตามหลักธรรมาภิบาล  จำแนกตามตำแหน่งผู้บริหารและผู้ปฏิบัติการ  มีความคิดเห็นไม่แตกต่างกัน

                       2.2 การเปรียบเทียบความคิดเห็นต่อสภาพการบริหารตามหลักธรรมาภิบาล จำแนกตามขนาดของโรงเรียนมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติระดับ.05

Good Governance – Based  Administration of Schools under the  Secondary Educational Service Area Office 25

Abstract

                  The  purposes  of  this  research  were  1) to  study  the  practice  of  good  governance – based  administration  of  schools  under  the  Secondary  Educational  Service  Area  Office  25  and  2)  to  compare  opinions  on  such  practice  distinguished  by  the  positions  of  the  respondents  and  the  size  of  the  schools.  The  sample  group  of  261  persons  consisted  of  15  administrators  and  246  practitioners.  The  instruments  for  data  collection  were  5 – level  rating  scale  questionnaires  with  the  IOC  value  between  0.66 – 1.00.  Percentage, mean, standard  deviation, t – test  and F – test  were  used  to  analyze  the  data.

      The  research  findings  were  as  follows:

1. On  the  whole  the  good  governance – based  administration of  schools under  the  Secondary  Educational  Service  Area  Office  25   was  rated  high.  Considered  by  aspects, all  were  rated  high, with  the  academic  administration   aspect  being  the  highest,  followed  by  general  and  budget  administration  aspects,  with  personnel  administration  ranking  at  the  bottom.  Considered  by  principles,  all  were  rated  high,  with  the  following  high – low  ranking  order : participation,  cost – worthy, accountability,  rule  of  law,  morality  and  transparence  at  the  bottom.
   1. In  comparison the  findings  were:

2.1       No difference was found between the opinions of the administrators and  the  practitioners. 

2.2     The opinions of the personnel of schools with different sizes differed at  the  .05  level  of  statistical  significance.
