การมีส่วนร่วมของโรงเรียน ผู้ปกครอง และชุมชนเพื่อยกระดับคุณภาพผู้เรียนของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 1

บทคัดย่อ

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของโรงเรียน ผู้ปกครอง และชุมชน เพื่อยกระดับคุณภาพ ผู้เรียนของสถานศึกษาเปรียบเทียบระดับการมีส่วนร่วมของโรงเรียน ผู้ปกครอง ชุมชนและเปรียบเทียบคุณภาพผู้เรียน ของสถานศึกษา จำแนกตามขนาดสถานศึกษาและหาแนวทางในการมีส่วนร่วมของโรงเรียน ผู้ปกครอง และชุมชน เพื่อยกระดับคุณภาพผู้เรียนของสถานศึกษาการวิจัยนี้เป็นการวิจัยแบบผสมผสานในรูปแบบแบบแผนเชิงอธิบายกลุ่ม ตัวอย่าง คือผู้บริหารสถานศึกษาครูผู้ปกครอง และชุมชน จำนวน 1,109 คน กลุ่มเป้าหมายการสัมภาษณ์ ประกอบด้วย ผู้บริหารสถานศึกษา และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน แยกตามขนาดสถานศึกษา จำนวน 7 คน และ กลุ่มเป้าหมายการสนทนากลุ่ม ประกอบด้วย ผู้บริหารสำนักงานเขตพื้นที่การศึกษา ประธานคณะกรรมการเขตพื้นที่ การศึกษา ผู้บริหารสถานศึกษา และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน แยกตามเขตอำเภอสถานศึกษา จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม วิเคราะห์ข้อมูลสถิติพื้นฐานด้วยโปรแกรมสำเร็จรูป ส่วนแบบ สัมภาษณ์และแบบบันทึกการสนทนากลุ่ม ใช้การวิเคราะห์เนื้อหา

ผลการวิจัยมีดังนี้

1. โรงเรียน ผู้ปกครอง และชุมชน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 1 โดยรวมมีส่วนร่วมในการยกระดับคุณภาพผู้เรียน โดยมีส่วนร่วมมากที่สุด คือ การดำเนินการ ส่วนที่มีส่วนร่วมน้อยที่สุด คือ การประเมินผล

2. การเปรียบเทียบระดับการมีส่วนร่วมของโรงเรียน ผู้ปกครอง และชุมชน จำแนกตามขนาดสถานศึกษา สถานศึกษาที่มีขนาดที่แตกต่างกัน มีระดับการมีส่วนร่วมในการบริหารงานของสถานศึกษาแตกต่างกัน อย่างมีนัย สำคัญทางสถิติ ที่ระดับ 0.01 และเมื่อเปรียบเทียบคุณภาพผู้เรียนของสถานศึกษา จำแนกตามขนาดสถานศึกษาสถาน ศึกษาที่มีขนาดที่แตกต่างกัน พบว่า คุณภาพผู้เรียนของสถานศึกษาไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05

3. แนวทางในการมีส่วนร่วมของโรงเรียน ผู้ปกครอง และชุมชน เพื่อยกระดับคุณภาพผู้เรียนของสถานศึกษา ด้านการบริหารงานวิชาการ โรงเรียนควรจัดการประชุมและกิจกรรมร่วมกันเปิดโอกาสให้ผู้ปกครองและชุมชนได้แสดง ความคิดเห็นร่วมแลกเปลี่ยนเรียนรู้ มีการสร้างระบบติดตามประเมินผลตรวจสอบประสิทธิภาพในการบริหารงานร่วมกัน โรงเรียนควรจัดหาวิทยากรท้องถิ่นซึ่งได้รับการสนับสนุนส่งเสริมจากผู้ปกครองและชุมชน โรงเรียนนำสื่อเทคโนโลยี สารสนเทศมาใช้ในการเรียนการสอน ประชาสัมพันธ์การดำเนินงาน รวมทั้งใช้ในการติดต่อสื่อสารกัน ด้านการบริหาร งานงบประมาณ โรงเรียนควรจัดการประชุมร่วมกัน แจ้งงบประมาณที่ได้รับ โดยเปิดโอกาสให้ผู้ปกครองและชุมชนได้ แสดงความคิดเห็นแลกเปลี่ยนเรียนรู้ ร่วมกันสร้างระบบติดตามประเมินผลและตัวชี้วัดประสิทธิผลประสิทธิภาพในการ บริหารงานให้มีความสะดวกรวดเร็วและร่วมกันระดมทรัพยากรเพื่อการศึกษา ด้านการบริหารงานบุคคล โรงเรียนควร จัดการประชุมร่วมกัน มอบหมายงานให้เหมาะสม เปิดโอกาสให้ผู้ปกครองและชุมชนได้แสดงความคิดเห็นร่วมแลก เปลี่ยนเรียนรู้อบรมสัมมนาศึกษาดูงาน ศึกษาต่ออย่างต่อเนื่องและเท่าเทียมกัน ควรประพฤติตนเป็นแบบอย่างที่ดี ยกย่องเชิดชูเกียรติกัน ส่งเสริมสนับสนุนการเป็นผู้นำผู้ตามที่ดีการทำงานเป็นทีม รวมทั้งการจัดตั้งเครือข่ายวิชาชีพครู ด้านการบริหารงานทั่วไป โรงเรียนควรจัดการประชุมและกิจกรรมประสานสัมพันธ์ร่วมกัน เปิดโอกาสให้ผู้ปกครองและ ชุมชนได้แสดงความคิดเห็นแลกเปลี่ยนเรียนรู้ และร่วมรับผิดชอบปฏิบัติงานที่ได้รับมอบหมายอย่างจริงจัง สนับสนุน ส่งเสริมการจัดตั้งเครือข่ายผู้ปกครองและเครือข่ายข้อมูลสารสนเทศของสถานศึกษา

Participation of Schools Parents Andcommunityenhancing for Students' Quality in Schools Under The Office of Khon Kaen Primary Educational Service Area 1

The purposes of this research were: to study the level of participation of schools, parents and community enhancing for students’ quality, to compare the participation of schools, parents and community, and to compare students’ quality of school, classified by school size, and to find the guidelines to participate of schools, parents and community enhancing for students’ quality. This research is mixed-methodological research (explanatory design). The samples were 1,109 persons; included school administrators, teachers, parents and community. The interview targets were 7 persons; included school administrators and president of Basic Education Commission, divided by school size. And discussion targets were 9 persons; included the administrator of Primary Educational Service, president of Educational Service Area commission, school administrator, and president of Basic Education Commission, divided by district. The research tool was a questionnaire; statistical data was analyzed by SPSS 11.5 for Windows program, interview data and group discussion data were analyzed by content analysis.

Research findings were as follows;

1. The overall image of schools, parents and community under the Office of Khon Kaen Primary Educational Service Area 1 has participated enhancing for students’ quality. The most participated part was implementation, and the least participated part was evaluation.

2. Comparing the participation among the school. parents, and community, divided by school size, different size of school caused the difference administrating participation statistically significant at 0.01 level, and after making a comparison of learners’ quality found that the quality were not statistically significant at 0.05 level.

3. Ways of participation to improve learners’ quality: 1) Academic administration; the school should arrange meetings and provide chances to share ideas, and create an effective evaluation and efficiency-checking of co-administration system, and arrange learner development activities, provide local experts and encouraged by parents and community. The school should use information technologies to improve classrooms, public relation, proceeding, and communicating with parents. 2) Budget administration: the school should arrange meetings and explain provided budget and provide chances for parents and community to share their ideas, create an evaluating and tracking system to indicate the efficiency of administration, to accelerate, simplify, and mobilize the educational resources. 3) Person administration: the school should arrange meetings and distribute the duties appropriately, provide seminar chances to parents and community to share ideas and knowledge. The school, parents, and community should be honest and reliable, respect each other, and learn to be good leaders and followers, which will lead to a good team-working. Improve profession standards and ethics, including establishing teachers’ connection. 4) General administration: school should arrange meetings and provide parents and community chances to share their ideas and knowledge, arrange friendship-strengthen activities, make the learners realize the importance of community school and make them want to be a part of the school and operate earnestly, establish parents’ connection to publish educational activities to improve learners’ quality factually, including establish schools’ information center.
