This research aims to 1) study the current and desired state of a learning organization, 2) create and develop a learning organization model, 3) test the learning organization model, and 4) evaluate and validate the learning organization model. This research is a Research and Development (R&D) study. The sample group consisted of 181 students from Kindergarten 2-3, Primary 1-6, and Secondary 1-3, studying in the 2024 academic year at Ban Lung Pung School. The sample was selected using the Krejcie and Morgan table (1970) and simple random sampling. The research instruments included 1) a questionnaire, 2) an evaluation form, 3) a teacher and student satisfaction questionnaire, and 5) a model evaluation and validation form. Data analysis was performed using percentages, means, standard deviations, and dependent samples t-tests. Research Results: 1. The current situation was found to be at a low level ( = 2.37,  = 1.19), while the desired situation was at the highest level  = 4.62,  = 0.80). 2. The creation and development of the learning organization model resulted in the following components: principles (IOC = 1.00), objectives (IOC = 1.00), processes (IOC = 1.00), and outputs (IOC = 1.00), followed by feedback (IOC = 0.80), respectively, leading to the ISAEP Model. 3. The overall suitability of the learning organization model was found to be at the highest level ( = 4.65,  = 0.51). 3.1 The assessment of essential 21st-century skills for students showed the highest level of suitability (  = 4.68, S.D. = 0.70). 3.2 The assessment of students' key competencies was at the highest level ( = 4.65, S.D. = 0.48). 3.3 The assessment of students' well-roundedness at Ban Lung Pung School was at the highest level ( = 4.64, S.D. = 0.75). 3.4 The assessment of teachers' satisfaction with the learning organization model was at the highest level ( = 4.62,  = 0.81). 3.5 The assessment of students' satisfaction was at the highest level ( = 4.64, S.D. = 0.77). 4. The assessment and certification of the learning organization model showed the highest appropriateness (= 4.76,  = 0.24).
