บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การพัฒนาครูเพื่อคุณภาพของผู้เรียนในศตวรรษที่ 21 2) สร้างรูปแบบการพัฒนาครูเพื่อส่งเสริมคุณภาพของผู้เรียนในศตวรรษที่ 21 โรงเรียนเทศบาลเมืองกุฉินารายณ์ 3) ทดลองใช้รูปแบบการพัฒนาครูเพื่อส่งเสริมคุณภาพของผู้เรียนในศตวรรษที่ 21 โรงเรียนเทศบาลเมืองกุฉินารายณ์ และ 4) ประเมินและรับรองรูปแบบการพัฒนาครูเพื่อส่งเสริมคุณภาพของผู้เรียนในศตวรรษที่ 21 โรงเรียนเทศบาลเมืองกุฉินารายณ์ การวิจัยนี้เป็นการวิจัยและพัฒนา มีกลุ่มเป้าหมาย คือ ครูที่ปฏิบัติหน้าที่สอนที่โรงเรียนเทศบาลเมืองกุฉินารายณ์ ในภาคเรียนที่ 1 ปีการศึกษา 2567 จำนวน 30 คน ได้มาโดยการเลือกแบบเจาะจง และ กลุ่มตัวอย่าง ได้แก่ นักเรียนชั้นประถมศึกษาปีที่ 1 – ประถมศึกษาปีที่ 6 โรงเรียนเทศบาลเมืองกุฉินารายณ์ ที่กำลังเรียนใน ปีการศึกษา 2567 จำนวน 276 คน โดยใช้การสุ่มอย่างง่าย เครื่องมือที่ใช้ประกอบด้วยแบบสอบถาม แบบประเมิน และแบบทดสอบ วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) สภาพปัจจุบันการพัฒนาครูอยู่ในระดับมาก สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด และมีค่า PNIModified ระหว่าง 0.23-0.25 ด้านที่ต้องการการพัฒนามากที่สุดคือ ด้านการออกแบบการเรียนรู้ในศตวรรษที่ 21 (PNIModified = 0.25) 2) รูปแบบการพัฒนาครูประกอบด้วย 5 องค์ประกอบ ได้แก่ หลักการ วัตถุประสงค์ กระบวนการ ผลผลิต และข้อมูลป้อนกลับ 3) ผลการทดลองใช้รูปแบบพบว่า ครูมีความเห็นว่ารูปแบบมีความเหมาะสมในระดับมากที่สุด ผลสัมฤทธิ์ทางการเรียนของนักเรียนที่ผ่านเกณฑ์ร้อยละ 80 คิดเป็นร้อยละ 85.86 นักเรียนและครูมีความพึงพอใจต่อการจัดการเรียนรู้ในระดับมากที่สุด และ 4) ผลการประเมินและรับรองรูปแบบโดยผู้ทรงคุณวุฒิอยู่ในระดับมาก
