A Comparative Study of Long Term Care for Elderly in Germany, Japan, Singapore and Thailand

Abstract
The purpose of this article aims to compare a long-term care system for the elderly based on documentary research. The results show in Germany, Japan, Singapore developed system regarding the social responsibility through a compulsory co-payment such as premium, social security contribution that could effectively lower the cost of long-term care. Long term care was designed to incentive for using non-residential services by supporting high rate expenses, that provide supported both of in kind and cash benefit and including unemployment benefit. At present, Thailand will become an aged society, but the system has not served coverage and equality for the elderly. Long term care service depends on the right of health welfare and the readiness of the different areas, which result in limited access to the service and lack of a financial system to provide financing for elderly services with stability.
