This article aims to analyze the role of social studies education in Thai vocational education in the context of digital societal transformation. Despite playing a crucial role in developing national human resources, the practical implementation of vocational education still faces multiple limitations. These limitations include disparities in technological resources and infrastructure, teachers' unpreparedness in designing reintegrated learning strategies, and teaching approaches that remain primarily content focused. The article seeks to explore the potential of transmedia storytelling in enhancing the digital citizenship competencies of vocational education learners with the purpose of proposing a conceptual framework for designing competency-oriented learning and assessment models suitable for this context. Presentation of content based on the review and synthesis of literature in social studies pedagogy, vocational education, digital citizenship concepts and transmedia storytelling is to be developed into a conceptual framework. The analysis of the results suggests that the integration of transmedia can help increase the motivation and participation of learners. The limitations of teachers’ resources, time and skills need to be carefully considered in terms of developing critical thinking, media literacy, responsible communication and ethical public involvement. The article proposes a four-step teaching framework: a storyworld design, media platforms, learner engagement and digital citizenship, coupled with assessment with rubric and portfolio files to serve as an ideological basis for raising the quality and consistency of Thai vocational education in line with SDG 4, 8, 10 and 16.
