RESEARCH ON MONITORING AND EVALUATING PRIMARY EDUCATION STUDENT CHARACTERISTICS IN ACCORDANCE WITH THE DESIRED OUTCOMES OF EDUCATION UNDER THE NATIONAL EDUCATION STANDARDS

Abstract
The purposes of this research were to 1) assess learner characteristics primary education student characteristics in accordance with the Desired Outcomes of Education under the national education standards, 2) study the administrative conditions of school at the primary level, and 3) present the guidelines for educational administration at the primary education level with the Desired Outcomes of Education under the National Education Standards. This research are 2 phases: Phase 1 was Quantitative research. The research sample consisted of 850 teachers, school administrators, parents and school committees at the elementary school level by multi-stage random sampling to cover all regions. The research tools were the student characteristics evaluation questionnaire and the educational administrative condition questionnaire which were rating scale. The content validity values were between 0.67 – 1.00 and the reliability values were between 0.88 – 0.98 and 0.94 – 0.99, respectively. The statistics used to analyze the data were frequency, percentage, mean and standard deviation, and Phase 2 was Qualitative research. Key informants are 25 of teachers, school administrators, the school committee, and parents which were obtained by purposive selection from snowball sampling. The research tools were conversational questionnaire and content analysis.Research findings revealed that 1) the assessment of learner characteristics according to the desired results of education at the primary level overall was at a high level and 2) a study on the administration of educational institutions at the primary level in all aspects was at a high level, and 3) educational administrative guidelines should have the following actions: the institutions should develop a system for assessing the academic standing of teachers, a system for evaluation and evaluation should be developed that aims at desirable outcomes according to National Education Standards, the results of O-NET, NT, and educational quality assurance should be used for real school quality development, emphasis should be placed on the development of teachers in terms of knowledge and ability in teaching and learning with information technology.
