Elderly Welfare Management of Local Administrative Organizations: A Literature Review

Abstract

This academic article is aimed at describing the obstacles and roles of local administrative organizations in terms of elderly welfare management. The paper will also present policy recommendations. Literature published in the year 2020 was collected from the Thai Journal Citation Index Center database and was studied using content analysis. The findings of the analysis were: 1) Obstacles faced in elderly welfare management could be classified under problems related to 1.1) personnel, including a lack of knowledgeable personnel with expertise in interdisciplinary and geriatric medicine; 1.2) enforcement of laws related to elderly welfare management, which was found to be a complex and delayed process; and 1.3) transfer of responsibilities related to elderly welfare management to local administrative organizations, as these local bodies have been assigned the mission without a budget or authority to make related decisions. 2) In their role of managing elderly welfare, local administrative organizations experience interference from central policy; this lack of autonomy prevents them from being able to enforce laws or carry out tasks according to the law. 3) Management of elderly welfare could be classified into 2 types, that of directly promoting and supporting the quality of life of elderly and that of developing the quality of life of elderly according to local development plans and through collaboration with governmental, private, and civil society agencies/organizations.
