บทบาทของผู้นำชุมชนในการป้องกันและบรรเทาสาธารณภัย กรณีศึกษาของ เทศบาลตำบลท่าพระ อำเภอเมือง จังหวัดขอนแก่น

Abstract

                การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบันปัญหา ของวิธีการของการป้องกันและบรรเทาสาธารณภัย  และบทบาทของผู้นำชุมชนในการป้องกันและบรรเทาสาธารณภัย  ขอบเขตศึกษาในเทศบาลตำบลท่าพระ จังหวัดขอนแก่น  ผู้ให้ข้อมูล จำนวน 147 คน ประกอบด้วยคณะผู้บริหาร สมาชิกสภาเทศบาล พนักงานเทศบาลและเจ้าหน้าที่  ผู้ใหญ่บ้าน ประธานชุมชน กรรมการชุมชน  และประชาชน เครื่องมือที่ใช้ในการเก็บข้อมูลคือ แบบสัมภาษณ์  ซึ่งประกอบด้วยข้อมูลทั่วไปของผู้ให้สัมภาษณ์  ข้อมูลบทบาทของผู้นำชุมชน  ปัญหาและข้อเสนอแนะ และแนวทางที่จะสนับสนุนให้ผู้นำเข้ามามีส่วนร่วม

            ผลการศึกษาพบว่า ผู้ให้ข้อมูลส่วนใหญ่เป็นเพศชาย ร้อยละ 69.4 โดยมีอายุ 50 ปีขึ้นไปมากที่สุด ร้อยละ 36.9 มีการศึกษาในระดับประถมศึกษา ร้อยละ 47.1 ส่วนใหญ่มีรายได้ต่อเดือนต่ำกว่า 10,000 บาท ร้อยละ 54.1 ส่วนใหญ่มีสถานภาพสมรส ร้อยละ 75.8  ส่วนใหญ่ไม่มีประสบการณ์ในการป้องกันและบรรเทาสาธารณภัย ร้อยละ 51.0  

           ผู้ให้ข้อมูลส่วนใหญ่มีความเข้าใจเรื่องการป้องกันและบรรเทาสาธารณภัยยกเว้นกลุ่มประชาชนยังมีความเข้าใจน้อย   สำหรับสภาพปัจจุบันของการป้องกันและบรรเทาสาธารณภัยในเทศบาลตำบลท่าพระ พบว่าควรมีการบูรณาการร่วมผู้นำชุมชนและชุมชนร่วมกับเทศบาล  ส่วนการบริหารงานผู้ให้ข้อมูลส่วนใหญ่เห็นว่าทำได้ในระดับดีในเรื่องการปฏิบัติงานช่วยเหลือประชาชนซึ่งทำได้อย่างมีประสิทธิภาพ  และควรปรับปรุงการปลูกจิตสำนึก และการทำแผนป้องกันภัย

           บทบาทในการป้องกันและบรรเทาสาธารณภัยซึ่งผู้วิจัยได้เสนอ 8 บทบาท  แต่บทบาทที่สำคัญมีแค่ 3 บทบาท คือ บทบาทในการร่วมเป็นผู้ให้ความช่วยเหลือสงเคราะห์กับผู้ประสบภัย บทบาทในการร่วมเป็นผู้แก้ไขปัญหา และบทบาทในการเป็นผู้ให้และแจ้งข้อมูลข่าวสาร    

            แนวทางในการที่จะสนับสนุนให้ผู้นำชุมชนเข้ามามีส่วนร่วมในการป้องกันและบรรเทาสาธารณภัย พบว่า ควรที่จะ ยกย่องเชิดชู ประกาศเกียรติคุณ ฝึกอบรมเพื่อให้ผู้นำชุมชนมีความรู้ ความสามารถ และทักษะ  แต่งตั้งให้เป็นกรรมการในคณะทำงาน
