การมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาล ตำบลโนนหวาย อำเภอหนองวัวซอ จังหวัดอุดรธานี

Abstract

                 การวิจัยครั้งนี้มีวัตถุประสงค์  (1)  เพื่อศึกษาปัจจัยส่วนบุคคลของผู้ตอบแบบสอบถาม  (2)  เพื่อศึกษาการมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  (3)  เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  (4)  เพื่อศึกษาแนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  การวิจัยครั้งนี้เป็นการวิจัยแบบผสม (Mixed  Method)  โดยเป็นการวิจัยเชิงปริมาณ (Quantitative  Research) ซึ่งเป็นการวิจัยเชิงสำรวจ (Survey  Research) และการวิจัยเชิงคุณภาพ (Qualitative  Research) โดยใช้การสัมภาษณ์เชิงลึก (In-Depth  Interview) กับผู้ให้ข้อมูลสำคัญ (Key Informants) 

             ผลการวิจัยพบว่า

             1.  การมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ จังหวัดอุดรธานี  โดยรวม  อยู่ในระดับปานกลาง (=3.00)  เมื่อพิจารณาในรายด้าน  พบว่า  การมีส่วนร่วมของประชาชนอยู่ในระดับปานกลางทุกด้าน  โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยได้ดังนี้  ด้านการตัดสินใจ,  ด้านการวางแผนการบริหารงาน,  ด้านการร่วมรับผลประโยชน์,  ด้านการติดตามและประเมินผล  ตามลำดับ

             2. ประชาชนที่มี  เพศ  การศึกษา  และอาชีพ  ต่างกัน  มีส่วนร่วมในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  โดยรวมแตกต่างกัน  อย่างมีนัยสำคัญทางสถิติที่  0.05  จึงเป็นไปตามสมมติฐานที่ตั้งไว้  ส่วนประชาชนที่มี  อายุ  ต่างกัน   มีส่วนร่วมในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  โดยรวมไม่แตกต่างกัน  จึงไม่เป็นไปตามสมมติฐานที่ตั้งไว้

             3. แนวทางการพัฒนาการมีส่วนร่วมของประชาชนในการปฏิบัติงานของเทศบาลตำบลโนนหวาย  อำเภอหนองวัวซอ  จังหวัดอุดรธานี  มีดังต่อไปนี้

                   1)  ด้านการตัดสินใจ  เปิดโอกาสให้ประชาชนในแต่ละหมู่บ้านเข้ามาเสนอปัญหาต่างๆ  เมื่อเกิดปัญหาขึ้นก็เชิญผู้นำหมู่บ้าน  คณะกรรมการหมู่บ้าน  มาร่วมแก้ไขปัญหาร่วมกับทางเทศบาล  ก่อนที่จะทำโครงการหรือกิจกรรมต่างๆ  จะต้องประชาสัมพันธ์ข่าวสารให้ประชาชนได้รับทราบ

                   2)  ด้านการวางแผนการบริหารงาน  เทศบาลจะมีการออกประชาคมเพื่อรับฟังปัญหา  อุปสรรค  และข้อเสนอแนะของประชาชนเพื่อบรรจุเป็นแผนพัฒนา การบริหารงานของเทศบาลที่เกี่ยวกับการพัฒนาท้องถิ่นประชาชนต้องมีส่วนร่วมทุกกิจกรรม 

                   3)  ด้านการร่วมรับผลประโยชน์  เทศบาลก็จะจัดงบประมาณค่าตอบแทน  เงินรางวัล  มีการเชิดชูประชาชนที่เสียสละเพื่อส่วนรวม  มีนโยบายจัดพื้นที่พักผ่อนให้ประชาชนแต่ละหมู่บ้าน  ประชาชนทุกคนในเขตเทศบาลตำบลโนนหวาย  ควรได้รับสิทธินี้เท่าเทียมกัน 

                   4)  ด้านการติดตามและประเมินผล  แต่งตั้งกรรมการติดตามการดำเนินงานของเทศบาล  การจัดตั้งประชาคม  ให้ประชาชนมีส่วนร่วมในการตรวจสอบการดำเนินงานของเทศบาล  และได้จัดทำป้ายประชาสัมพันธ์ข่าวสารในทุกหมู่บ้าน 

            The purposes of this research were to (1) study the personal factors of the respondents. (2) study the public participation on the Performance of Non Wai sub-district municipality, district of Nongwuaso, Udonthani province. (3) compare the public participation on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province. (4) study the guideline to develop the public participation on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province. This research used the mixed method (through quantitative, qualitative and survey researches) by using in-depth interview with the key informants. The research tools used for data collection were questionnaire and interview forms gained from sampling group (Total = 344) through stratified random sampling. With regard to interview form, it was carried out through in-depth interview with 5 key informants by using the purposive random sampling.

             The results revealed that:

             1. Overall, the public participation on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province was at moderate level (= 3.00). Responding consideration by aspect, it found that the public participation was at moderate level in all aspects by sequencing the means from high to less as follows; decision-making , planning, administration, sharing and gaining of benefits, and follow up and evaluation, respectively.

             2. With regard to the public participation with different sex, educational background and occupation on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province, overall, it found that it had significantly statistical difference at 0.05 and this was in line with the hypothesis as set. In relation to the people with different ages on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province, overall, it found that it was not different and it indicated that it was not in line with the hypothesis as set.

             3. Responding the guideline to develop the public participation on the Performance of Nonwai sub-district municipality, district of Nongwuaso, Udonthani province, it was found as follows:

                   1) Decision-making aspect: It opened the opportunity to let the people in each village present the problem. When there were any problems occurring, the village leaders and the village committee were invited to solve the problems alongside with the municipality and before the municipality would implement the projects or activities it had to make the public relation and give information to the public for acknowledgement.

                   2) Administrative planning aspect: The municipality would have the society hearing to listen the problems, obstacles and suggestions of the people for filling in the development plan. The administration of municipality in relation to the local development, the people would participate in all activities.

                   3) Sharing and gaining the benefits aspect: The municipality would provide the budgets in terms of funding compensation and awards, having the honor to the people who have sacrificed for the public, having the policy to provide the relaxation area for the people in each village. All people in Nonwai sub-district municipality should equally get this right.

                   4) Follow up and evaluation aspect: It would appoint the committee for follow up the municipality’s implementation, establishing the society hearing to provide the public participation in auditing the municipality’s implementation and making the public relation sign boards in every village.
