The Waste Management Model and the Suitability of the Local Government Organization

Abstract

         The objectives of this study aimed 1) to find out lesson learned and analyze successful waste managements of local governments and 2) to present an appropriate waste management model for target areas of local government. It was qualitative research approached to collect data from twelve key informants. Areas of study were included of large, middle and small sizes of municipality from TambolNondindang in Burirum. TambolKemarat in Ubolrachatani and TambolKalanta in Burirum, respectively. Research instruments consisted of Semi-Structural Interview, Interview Guide, Observation Guide and Focus Group Discussion. Content Analysis was used to describe and make data conclusion.


         The Research findings were:


         1) The waste management model and the suitability of the local government organizationStarting from the top management Of the organization Have a policy clear With coordination of operationsBoth government and civil society By the governmentMust have a plan and budget In organizing activities to reduce waste Clearly assigned the responsible person With the selection of the prototype area  operation and support Learning to see the masterFrom successful areasIn the civil society sector Rules and regulations must be created in the area To create harmony DisciplineAnd growing public consciousness Create participationIn doing waste reduction activitiesAnd incentives for waste sorting According to the principle “HTG” such as activities Garbage ramie Merit box Plastic eggs exchange bag Toxic waste exchange points Home page contest, looking faceLife insurance fund Fund from garbage  Plastic bag fundSavingsFundAnd garbage bank etc.


         2) The model appropriate waste management for target areas of local government was presented. It was also new body of knowledge revealed that (1) Chairman of the municipality council must operate policy implementation himself (2) local government which had operated directly recycle waste to agencies brought extra income to provide accidental insurance and presents on especial days such as New year and Songkran festival day.
