The Development of The Management of Community Welfare Fund of Muang District, Chaiyaphum Province

Abstract

             The objectives of this independent study were to study the development of Community Welfare Fund Administration and finding the approach to develop Community Welfare Fund Administration, Mueng district, Chaiyaphume Province. The samples were the members and committee of Community Welfare Fund amount 300 person. The methods of collecting data were Structured Interview, Depth Interview, and Focus Group Discussion, analyzing by Content Analysis and presenting by composition.


             The result showed that, the administration issue found that there was having a reunion for setting the objectives and the goal in the operation, to decide to vote together, to make the cooperation in the local office, to find the source to support the budget in setting the fund for developing the prominent point, and to solve the weak point for reinforcing the fund development to get better. The Establishing a sustainable self-sufficiency issue found that having a suggestion to spend the life in moderate practice followed the Sufficiency Economy  The participation issue found that there was having the analyzing the cost in meeting, to find and make the potential to develop the community, to find the working capital, to expand the members to cover the area in working for giving the equal right in coming to be a member, and to explain the result of the operation to the members knew. The monitoring and evaluation issue found that there was having the representative to participate to be the commitee in monitoring and  evaluation for the past and to make the checking to be neutral to all members.


               The approach to develop Community Welfare Fund Administration showed that, the administration issue found that the committee lack the skill to administrate, lacking the participation of the people, lacking the system in cooperation, and so there should giving the training of committees and members to get better skill.  The Establishing a sustainable self-sufficiency found that some of members did not understand the objectives of the fund, lacking to find the knowledge in making the occupational class and wisdom in community, lacking the motivation and enthusiasm in developing their life, and there shoulg have the sopprt the people to be strong by teaching the occupation to get the income by themselves. The participation issue found that the membera ignored the metting that should fostered them to get the responsibility, and respected the right of them and another by realizing the common interest more than the self-centered. The monitoring and evaluation issue found that the members was not interested in recieving the imformation in monitoring and evaluation of the fund then there was setting the rules to force the members followed to monitor and evaluate the operatiom oh the fund.
