Abstract

This research has three objectives: 1) to explore the personnel management  of local government organizations according to the Order of the National Council for Peace and Order No. 8/2017, 2) to identify factors that influence the development of the personnel management of such organizations, and 3) to suggest some guidelines for the improvement of the personnel management of such organizations in order to achieve the effectiveness.  The focal point of this study is on the recruitment of the local government organizations.  The research is based on a qualitative methodology whereby many methods are employed such as documentary review, in-depth interview, focus group, brainstorming, and non-participatory observation.  The result reveals that a contingency approach should be applied to develop the personnel management of local government organizations in order to achieve the sustainable effectiveness and justice to all parties.
