STRATEGY FOR PROFESSIONAL COMPETENCY DEVELOPMENT OF PRIMARY SCHOOL ADMINISTRATORS IN NAKHON RATCHASIMA PRIMARY EDUCATION AREA

Abstract

The objectives of this research were 1) to study the current and desirable states of developing  competency towards professionalism of the administrators of basic education schools under Nakhon Ratchasima Office of Primary Education Service Area, and 2) to develop strategies for developing the competency of administrators of basic education schools under Nakhon Ratchasima Office of Primary Education Service Area towards professionalism.  The mixed method was applied to this research conducting.  The study was conducted in 2 phases in which the first one was to study the current and desirable states concerning the competency development of the administrators of the basic education schools; the second one was for strategy development and to assess the strategies for the development of the strategies.  One target group of 10 school administrators and teachers from 5 outstanding schools with the best practice was used for inquiring about their opinions on the components for the competency development of school administrators towards professionalism.  The second target group consisting of 375 school administrators and teachers was used for providing information for an analysis of the current and desirable states of development for competency towards professionalism of school administrators.  The third target group of 40 school administrators and teachers was used for the evaluation of the strategies which had been developed.  The research tools consisted of a structured interview, an open-ended questionnaire on the current and desirable states and another questionnaire for evaluating the appropriateness, feasibility and utility of the strategies for competency development.  The qualitative data were analyzed by means of content analysis, while the quantitative data were analyzed by applying basic statistics of frequency, percentage, and standard deviation. 


          The findings show that: Eight strategies for developing the competency of school administrators in basic education schools under Nakhon Ratchasima Office of Primary Education Service Area include Strategy I: Personnel Management Development towards Professionalism; Strategy II: The Administration Development in Preparedness for Change towards Professionalism; Strategy III: Strategic Development of Administration towards Professionalism; Strategy IV: Development of Learning Leadership towards Professionalism; Strategy V: The Development of Educational Technology towards Professionalism: Strategy VI: The Development of Skills in Problem Solving and Decision Making; Strategy VII: The Development of Participative Management towards Professionalism; and Strategy VIII: The Development of Moral and Ethics towards Professionalism.
