Abstract

The purpose of this research is 1) to study the context, and educational development circumstances of Sangha Fellowship 2) to study the development of educational personnel of the Lao Sangha and 3) to study the model of educational personnel development of the Lao Sangha. Qualitative research was conducted through in-depth interviews. The target group consisted of executive officers, and 30 figure officers. Data was analyzed by the descriptive method. The study indicated that the context and circumstances of educational personnel of the Lao Sangha were few in selection. There were heavy workloads; of which made employee duties no become fully fulfilled. Personnel didn’t have awareness and empathy of educational management indicators. The participation of the government in Academic personnel wasn’t significant.


          Administration, personnel and academic administration were inspected; thus, improvement continued till the present. This measure was done; in order to modernize administrators and the context of the education of the Sangha Fellowship. Both the education of Sangha Fellowship, and exchange of learning resources were important opportunity with a large amount of institutions that had applicable expertise and backing from the agency


          The model for the development of educational personnel in Lao PDR had an evaluation of personnel with theproficiency and capability; that met the predilection or the required role. These individuals had to have a proper academic background, including behavior, awareness around talent.  The most important factors are to be virtuous, and generous to other individuals in life. Also, good and stable friendships should be created, through social gatherings. Academic works and Personnel are at the heart of educational reform; of which should be guided into the school promptly. Promotion and support of work efficiency should be measured; in terms of quality and educational standards. Furthermore, there should be a Quality assurance system alongside Curriculum reform. In addition, the reform of learning, good learning resources should continue to strengthen educational institutions. Lastly, the academic administration should have guidelines for risk management in the form of educational personnel development of Sangha Fellowship.
