The Development of Evaluation Indicators for Foreign Teachers Teaching English Subject in the Basic Education Level of Thailand

Abstract
The aims of this study were to 1) develop evaluation Indicators for foreign teachers
teaching English subject in the basic education schools of Thailand 2) analysis the
developed evaluation Indicators in conformational aspect. The sample consisted of groups
divided by the stages of the research which are 1) 32 experts on competency evaluation,
policy makers related to the Basic Education Schools, Thai teachers teaching English subject
and foreign teachers teaching English subject obtained by using Snowballing sampling
technique and 2) 400 of School board members, Thai teachers teaching English subject and
foreign teachers teaching English subject obtained by using Multi-Stage Sampling technique.
The instruments used in the study were a structured interviews form for the focus group
discussion process and a questionnaire with 5-rating scale with reliability value of .98, The
data was analyzed using mean, standard deviation and Confirmatory factor analysis (CFA).
Major findings were summarized as follows :
1. The development of evaluation Indicators for foreign teachers teaching
English subject in the basic education schools of Thailand included with 2 main factors 76
indicators which are :
1.1 Personal Competency contains 5 factors with 29 indicators which are
Motivation and Leadership, Service mind, Self-Management and Development, Teamwork,
Teacher’s Ethics and Integrity. All competencies have a positive coefficient of determination
value at the level of significance of 0.1
1.2 Functional Competency contains 7 factors with 47 indicators which are
Curriculum and Learning Management, Student Management and Development, Classroom
Management, Learning Assessment, Language and Technology, Cultivating Knowledge and
Building relationship and trust. All competencies have a positive coefficient of determination
value at the level of significance of 0.1
2. The Second Order Confirmatory Factor Analysis result of evaluation Indicators for
Foreign Teachers Teaching English Subject in the Basic Education Schools of Thailand model
was fit with the empirical data. The chi-square index level of homogeneous between the
model and the practical data was 70.86, p = 0.051, at degree free 35, GFI 0.9, AGFI +0.96,
SRMR = 0.022, RMSEA = 0.029, ECVI = 0.30, Model AIC = 120.86, NFI = 0.99, CFI = 1.00, RMR =
0.0076
