The development of effectiveness model of internal quality assurance in basic education school

Abstract
The purposes of this research were 1) to study and develop the effectiveness
model of the internal quality assurance in basic educational schools, and 2) to examine the
goodness-of-fit of effectiveness model of the internal quality assurance in basic educational
schools constructed by the researcher with the empirical data. The samples were 720 school
administrators, teachers who are responsible for internal quality assurance, and committee
chairperson of basic educational schools, selected by using multi-stage random sampling
derived from 240 schools under Educational Service Area Offices in the Northeast region. The
research instruments were 2-sets of questionnaires constructed by the researcher with its
reliability of each item between .990-.991 and .979-.980, and the value of reliability .991 and
.981. The data were analyzed by using means ( Χ ), standard deviations (S.D.), Pearson’s
Product Moment Coefficient, Confirmatory Factor Analysis and the test for goodness of
fit between the hypothesis model and the empirical data by computer program statistical
package.
The findings were as follows :
1. The effectiveness model of the internal quality assurance in basic educational
school consisted of causal variables: internal quality assurance system management in
school, school personnel, organizational culture, and environmental state. Also, the effective
variables were the students’ quality, teachers’ quality, and the satisfaction of committee
chairperson of basic educational school. The good-of-fit of the internal quality assurance in
basic educational school was consisted with the empirical data. The index indicating the
consistency with data after model improvement past the considered criteria were as
follows : Chi-square = 79.243, (p value=0.845), with no statistical significance at 0.05,
degree of freedom (df) = 0.853, Root Mean Square Error of Approximation (RMSEA) =
0.000, standardized Root Mean Square Residual (SRMR) = 0.0197, Goodness of Fit Index
(GFI) = 0.962 and Adjusted Goodness of Fit Index (AGFI) = 0.938.
2. The variables having the direct effect the effectiveness model of the internal
quality assurance in basic educational schools were that the personnel in organizations and
the internal quality assurance system management in schools for the variables having
indirect to variables of effectiveness of the internal quality assurance with the highest
variable was environmental state; whereas, the variables influencing the integration from high
to low was environmental state, school personnel, internal quality assurance system
management in schools, and organizational culture
