ชาวไอนุ บุระคุมิน และชาวเกาหลีซึ่งอาศัยอยู่ในญี่ปุ่นถือได้ว่าเป็นชนกลุ่มน้อยที่มีความสำคัญในญี่ปุ่น ตั้งแต่ต้นคริสต์ศตวรรษที่ยี่สิบจนถึงปัจจุบันสถานภาพของชนกลุ่มน้อยเหล่านี้ได้มีการเปลี่ยนแปลงอย่างต่อเนื่อง ความเปลี่ยนแปลงที่รวดเร็วทางการเมือง เศรษฐกิจและสังคมวัฒนธรรมในช่วงสิบสองทศวรรษนี้มีผลอย่างสำคัญต่อปรากฎการณ์ทางสังคมดังกล่าว สถานภาพที่เปลี่ยนแปลงเหล่านี้ในหลายกรณีก็มีลักษณะสร้างสรรค์แต่ปัญหาหลายด้านก็ยังดำรงอยู่ ด้วยเหตุนี้ นโยบายที่เหมาะสมของหน่วยงานที่เกี่ยวข้องและทัศนคติที่เหมาะสมของสังคมญี่ปุ่นจึงมีส่วนสำคัญต่อการปรับสถานภาพของชนกลุ่มน้อยเหล่านี้ให้ดีขึ้น
