Factors that Affect the Successful Implementation the Policy of Transparency, Promote Moral and Ethics of Land Development Department

Abstract

The objectives of this research are follows. 1) To study the success level of  the implementation the  policy of transparency and to promote the morals and ethics of the Land Development Department .2) To study the factors level and factors that affect the successful implementation policy of transparency ,and the  promotion the morals and ethics Land Development Department  3) To study the problems and obstacles of the implementation of the policy of transparency and to promote the morals and ethics of the Land Development Department 4) To study the recommendations to guide the improvement of the implementation of the policy of transparency and to promote the morals and ethics of the  Land Development Department. The sample population of this research are the officials and government employees of the Land Development Department and the sample size were a total of 288 people.

The results of study showed that: 1) The success level of  the implementation of the policy of transparency and to promote morals and ethics of  the Land Development Department were high . 2) [2.1] All of the success factors level of the implementation of the policy of transparency and to promote the morals and ethics of the Land Development Department were high . Those success factors can be separated into descending ranks as follows;  Leadership factors , Objective and Standard of policy factors , Capability of agency factors,  Resource factors , Environmental factors and  Policy support factors  [2.2] The most of suitable factors that affect the successful implementation of the policy of transparency and to promote the morals and ethics of the Land Development Department  consist of 3 factors ; The Leadership factors , Objective and Policy Support  factors and Capability of Agency factors . 3) Problems and Obstacles. They have some problem about adequacy resource of workforce and budget. Especially in regional . They have less workforce and budget for their mission.  4) Recommendations. Leadership is the most important factor that can solve the problem. The leadership must be a good models.  They have to participate in the project or activity of policy. The adequacy of policy supporting such as the adequacy of budget and workforce by using the good capability of organization
