Abstract
The purpose of this article were to study the progress and obstacle of decentralized education policy in Thailand during the period B.E. 2545-2557, and to analyze the strengths and problems of education policy administered by local governments. The findings of the article covered two aspects. Firstly, in quantity aspect, the basic schools have been transferred increasingly from The Ministry of Education to the local governments, Ministry of Interior. However, in quality aspect, the learning achievements of students were not satisfied and must be improved to reach the national educational standard. The strengths of local governments include 1) educational laws clearly cover all levels of education 2) clear area of responsibility 3) the large classes of local governments with sufficient funding has placed importance more in education. The drawbacks are 1) poor administrative systems 3) poor visions of some administrators do not place importance to education management 4) insufficient and inexperienced personnel.
