Promoting Vocational Skills for Families of People with Intellectual Disabilities Economically Affected by COVID-19

Abstract
This research article aims to investigate the economic impact of COVID-19 on families with members who have intellectual disabilities. Additionally, it seeks to explore the potential and provide guidelines for promoting vocational skills within these families. The study involved 22 parents of individuals with intellectual disabilities residing in Nakhon Phanom, Bueng Kan, and Mukdahan Provinces. Data were collected through non-participatory observations and in-depth interviews. The findings revealed that families with members who have intellectual disabilities faced a reduction in income along with an increase in expenses during the COVID-19 pandemic. Regarding the potential and guidelines for promoting vocational skills within these families, the study identified five key issues: 1) Existence of potential and initial resources for vocational activities, including existing abilities and assets such as land; 2) Readiness and desire to enhance vocational skills in certain areas, such as agriculture, cooking, and cleaning; 3) Inability to access career promotion opportunities, as some faced challenges due to travel restrictions; 4) Channels for accessing information on promoting vocational skills, including online learning opportunities, self-learning via various media, and direct instruction with instructors; and 5) Inability to access funding for pursuing careers, as many encountered difficulties in securing financial support for vocational endeavors. Based on these findings, the research team recommends that stakeholder agencies consider promoting vocational skills based on the potential and resources of families with intellectually disabled members. It is crucial to provide diverse learning opportunities, including online learning and direct instruction. Furthermore, thorough consideration should be given to fund allocation for career development.
