Decentralization under the Enforcement of Laws and Regulations in National and Local Alcohol Control Policies

Abstract

This research aims to analyze decentralization, the enforcement of laws, and the regulations on national and local alcohol control policies. A qualitative research approach consisting of documentary research and in-depth interviews was employed for data collection. The informants were divided into three groups: 1) government officials; 2) public sectors; and 3) commercial sectors. The findings were divided into three issues. 1) The laws and regulations on alcohol control from the national level to the local level are currently the National Alcohol Policy Committee, the Alcohol Control Committee, and the Provincial Alcoholic Beverage Control Committee. These three boards are mainly operating under the framework of control and orders from the state through government officials. Nonetheless, the proportion of participation of public network parties was reduced by state power through the establishment of working groups through the positions of relevant government officials. 2) The collaboration between localities and central government agencies in the area of alcohol control reflected the nature of orders and requests for cooperation. 3) In accordance with the principle of decentralization on legal and policy issues related to alcoholic beverages, decentralization should be implemented in order to diminish the centralized function of policies. In addition, local communities should be permitted to act independently on alcohol-related matters.
