การสำรวจสภาพการทำงาน และการคุ้มครองทางสังคม ของแรงงานนอกระบบ กรณีศึกษา: พนักงานร้านอาหารในเขตเทศบาลนครอุบลราชธานี

บทคัดย่อ

การศึกษานี้มีวัตถุประสงค์เพื่อสำรวจสภาพการทำงาน และคุ้มครองทางสังคมของแรงงานนอกระบบ โดยกำหนดกลุ่มตัวอย่างคือ พนักงานร้านอาหารในเขตเทศบาลนครอุบลราชธานี จำนวน 250 ราย รวบรวมข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา

ผลการวิจัยพบว่า พนักงานร้านอาหารส่วนใหญ่ไม่ได้รับการคุ้มครองตามกฎหมายแรงงาน เช่น ไม่มีวันหยุดประจำสัปดาห์ วันหยุดตามประเพณี ไม่ได้รับค่าจ้างตามสิทธิในการลาป่วย ไม่ได้รับค่าตอบแทนจากการทำงานล่วงเวลา และได้รับค่าจ้างต่ำกว่ากฎหมายแรงงานกำหนด นอกจากนี้ส่วนใหญ่ไม่ได้เป็นสมาชิกของระบบการคุ้มครองทางสังคม เช่น กองทุนกู้ยืมเพื่อการศึกษา กองทุนหมู่บ้าน สหกรณ์ และ กลุ่มฌาปนกิจสงเคราะห์

A Survey of Working Conditions and Social Protection of Informal Worker: A Case Study of the Restaurant Employees in Ubonratchathani Municipality

The study aimed to investigate the working conditions and social protection of informal workers. Data were collected from 250 restaurant employees in Ubon Ratchathani municipality by the completion of a questionnaire. Descriptive statistics were used to analyze the data. Results revealed that most restaurant employees did not receive proper protection from labor laws, for example, many usually had no weekend breaks and holidays they did not receive sick leave and overtime wages, and their wages were usually lower than the minimum wage mentioned in the labor laws. It was also found that most of them were not members of a social protection program such as the Student Loan Fund, Village Fund, or Cooperative and Cremation Group.
