การวิจัยและพัฒนากลไกการขับเคลื่อนการจัดสวัสดิการชุมชน กรณีศึกษาในชุมชนตำบลท่าโพธิ์ อำเภอเมือง จังหวัดพิษณุโลก

บทคัดย่อ

การศึกษานี้เป็นการวิจัยและพัฒนากลไกการขับเคลื่อนการจัดสวัสดิการชุมชน กรณีศึกษาในชุมชน ตำบลท่าโพธิ์ อำเภอเมือง จังหวัดพิษณุโลก โดยมีวัตถุประสงค์ของการวิจัย เพื่อศึกษาสภาพปัจจุบัน สภาพปัญหาและความต้องการ ความรู้ความเข้าใจ และการมีส่วนร่วมในการดำเนินงานของกองทุนสวัสดิการชุมชนตำบลท่าโพธิ์ เพื่อพัฒนากลไกการขับเคลื่อนการจัดสวัสดิการของกองทุนสวัสดิการชุมชนตำบลท่าโพธิ์ และ เพื่อนำกลไกไปสู่การปฏิบัติและประเมินผลกลไกการขับเคลื่อน การจัดสวัสดิการของกองทุนสวัสดิการชุมชนตำบลท่าโพธิ์ ซึ่งเป็นการวิจัยและพัฒนาที่ใช้วิธีการวิจัยแบบผสมผสาน ทั้งเชิงปริมาณและเชิงคุณภาพ โดยเชิงปริมาณใช้แบบสอบถามและแบบทดสอบ ส่วนเชิงคุณภาพใช้วิธีการสัมภาษณ์แบบเจาะลึก สนทนากลุ่ม และการจัดประชุมระดมความคิดเห็นแบบมีส่วนร่วม การวิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติร้อยละและส่วนเบี่ยงเบนมาตรฐาน ส่วนเชิงคุณภาพโดยใช้วิธีวิเคราะห์เนื้อหา (Content analysis) ซึ่งเป็นการวิเคราะห์ตีความจากข้อมูลที่ได้จากการศึกษาภาคสนาม ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพการดำเนินงาน พบว่า การจัดสวัสดิการยังไม่เหมาะสม ควรมีการปรับปรุงด้านการจัดสวัสดิการ สภาพปัญหาในการจัดสวัสดิการที่อยู่ในระดับมากและมีค่าเฉลี่ยสูงที่สุด คือ การขาดการประชาสัมพันธ์ที่ดี ความต้องการของสมาชิกในการจัดสวัสดิการที่อยู่ในระดับมากและมีค่าเฉลี่ยสูงสุด คือ การขอรับการสนับสนุนงบประมาณจากองค์การปกครองส่วนท้องถิ่น สมาชิกส่วนใหญ่ของกองทุนสวัสดิการชุมชนตำบลท่าโพธิ์มีความรู้ความเข้าใจในการจัดสวัสดิการกองทุนอยู่ในระดับปานกลางสมาชิกกองทุนมีส่วนร่วมน้อย โดยด้านที่มีส่วนร่วมน้อยที่สุด คือ ด้านการมีส่วนร่วมในการตรวจสอบและประเมินผล

2. ผลการพัฒนากลไกการขับเคลื่อนการจัดสวัสดิการของกองทุนสวัสดิการชุมชนตำบลท่าโพธิ์ อำเภอเมือง จังหวัดพิษณุโลก มี 3 ด้าน 1) กลไกการขับเคลื่อนด้านการบริหารจัดการกองทุนฯ มี 4 กิจกรรม คือ การประชุมคณะกรรมการกองทุนฯ การพัฒนาสานักงาน ที่ทาการกองทุนฯ พร้อมทั้งจัดหาบุคลากรเพื่อสนับสนุนการดาเนินงานกองทุนฯ การพัฒนาศักยภาพในด้านการบริหารจัดการให้กับคณะกรรมการกองทุนฯ และการบริหารจัดการด้านงบประมาณสนับสนุนกองทุนสวัสดิการจากภายนอก 2) กลไกการขับเคลื่อนด้านการจัดสวัสดิการของกองทุนฯ มี 2 กิจกรรม คือ การสำรวจความต้องการในด้านการจัดสวัสดิการและการจัดทาระเบียบกองทุนฯ โดยปรับปรุงด้านการจัดสวัสดิการให้ตรงตามความต้องการและเป็นปัจจุบัน 3) กลไกการขับเคลื่อนด้านการจัดกิจกรรมส่งเสริมการจัดสวัสดิการ มี 3 กิจกรรม คือ การประชาสัมพันธ์ข่าวสารความเคลื่อนไหวของกองทุนฯ กิจกรรมกองทุนสวัสดิการสัญจร ใกล้ชิด ผูกมิตรชุมชน และการศึกษาดูงานกองทุนที่ประสบผลสาเร็จ

3. ผลการนำกลไกไปสู่การปฏิบัติเป็นเวลา 5 เดือนและประเมินผลกลไกการขับเคลื่อนการจัดสวัสดิการของกองทุนสวัสดิการชุมชน พบว่า ทุกฝ่ายที่มีส่วนเกี่ยวข้องต่างมีความพึงพอใจในผลของการดำเนินงาน

A Research and Development of Driving Mechanism for Community Welfare: A Case Study in Thapho Sub-District, Muang District, Phitsanulok Province

This study designed to research and develop of driving mechanism for community welfare which was a case study of Thapho sub-district, Muang District, Phitsanulok province which the research purposes were 1) to study the current state, problem, need, knowing, understanding and participating in the operation of the community welfare fund, 2) to develop the mechanism of community welfare fund management, and 3) to implement the mechanism for acting then evaluate the mechanism of the management of the community welfare fund. Integrated Methods both quantitative and qualitative were used in this study. The quantitative data from questionnaires with different levels of rating scale and tests were analyzed by using percentage, mean and standard deviation. Whereas the qualitative data from in-depth interviews, focus group meetings and brainstorming were analyzed by content analysis. The results of the study were as follows:

1. The operational state of the Thapho Community Welfare Fund was inappropriate thus the welfare should be improved. The greatest problem was the lack of the good public relations. The aspect of the members needed for the welfare management found that the budget supporting requirement of the Local Authories were in the high level and had the highest level of mean. Most members of the Thapho Community Welfare Fund know and understand the welfare fund management at a moderate level. The member participation in the fund was found at a low level and the lowest mean found was the participation in checking and evaluating.

2. Regarding the development of driving mechanism for the community welfare fund of Thapho, three result were found : 1) Fund management involved four activities, committee meetings, the office setup including the supporting staff, potential development in management for the fund committee and budget management from the outside supporting. 2) The mechanism for the management of the welfare of the fund had two activities : community welfare needs surveying and t improved the welfare regulation based on the needs and up to date. 3) The mechanism for Welfare promotion comprises of three activities; welfare fund public relations, close relationship within community and visiting other succeed communities.

3.The implementation of those mechanisms to the welfare of the community welfare fund of Thapho by applying every aspect of the mechanism activities for 5 months has been evaluated. The result was showed that the all related parties were satisfied with the operation
