ปัจจัยและรูปแบบการย้ายถิ่นของชาวจีนอพยพใหม่ ในยุคโลกาภิวัตน์: กรณีศึกษาจีนอพยพใหม่ในจังหวัดเชียงใหม่และเชียงราย

บทคัดย่อ
บทความนี้มีเป้าหมายเพื่อนำเสนอการตั้งถิ่นฐานของชาวจีนใหม่ในจังหวัดเชียงใหม่และเชียงราย โดยใช้ระเบียบวิจัยแบบผสม ทั้งเชิงปริมาณและคุณภาพ จากการสัมภาษณ์ แบบสอบถาม และเอกสารวิชาการ ผลการศึกษาพบว่า ชาวจีนใหม่ในเชียงใหม่และเชียงรายนอกจากจะมีกลุ่มอพยพที่แสวงหาโอกาสทั้งในทางเศรษฐกิจและสังคม ได้แก่ ครูสอนภาษา ล่าม สายอาชีพต่าง ๆ และนักธุรกิจ อีกกลุ่มที่ขยายตัวและมีแนวโน้มเพิ่มมากขึ้นจากนโยบายดึงดูดของรัฐไทยและกระแสการเคลื่อนย้ายระหว่างประเทศ คือ กลุ่มแสวงหาต้นทุน (Geoarbitrage) ซึ่งเป็นกลุ่มคนอพยพที่อาศัยความได้เปรียบจากค่าครองชีพที่ต่ำกว่าของเมืองเล็กอย่างจังหวัดเชียงใหม่และเชียงราย ได้แก่ กลุ่มเกษียณอายุ แรงงานดิจิทัล แรงงานอิสระที่มีรายได้จากต่างประเทศ และผู้ปกครองที่พาบุตรหลานติดตามมาเรียนโรงเรียนนานาชาติ กลุ่มแสวงหาต้นทุนยังมีบุคลิกของความเป็นประชากรเลื่อนไหล (Flexible Citizenship) ที่มีความเป็นปัจเจกชนสูง
มีแนวโน้มการย้ายถิ่นอย่างอิสระและไม่ยึดโยงกับสถานที่ใด ทั้งนี้ชาวจีนใหม่ทั้งสองกลุ่มเลือกจังหวัดเชียงใหม่และเชียงรายเป็นจุดหมายปลายทาง เนื่องจากความใกล้ชิดทางภูมิศาสตร์ ความเชื่อมโยงทางวัฒนธรรม การรับรู้ทางสังคม และค่าครองชีพที่ต่ำ ซึ่งปัจจัยเหล่านี้สอดคล้องกับการอพยพแบบใต้-ใต้ โดยปัจจัยทางด้านสังคมมีผลต่อการตัดสินใจอพยพและตั้งถิ่นฐาน ไม่ต่างจากปัจจัยทางเศรษฐกิจ
