บทคัดย่อ
คำว่าทุนมนุษย์ถูกใช้ในเศรษฐศาสตร์โดย Theodore W. Schultz และ Gary Becker ในทศวรรษ 1960 แต่ไม่ได้เน้นเฉพาะการลงทุนในการศึกษา เนื่องจากตระหนักถึงปัญหาสังคม บทความนี้จึงนำเสนอแนวคิดของทุนมนุษย์มีอิทธิพลต่อธนาคารโลกและองค์การแรงงานระหว่างประเทศในทศวรรษ 1990 เพื่อลดความยากจนและให้เกิดความเจริญเติบโตทางเศรษฐกิจ การปฏิวัติอุตสาหกรรมครั้งที่สี่ทำให้ ILO พิจารณาผลกระทบของการเปลี่ยนแปลงเทคโนโลยี นำไปสู่การเสนอวาระคนเป็นศูนย์กลางเพื่อมุ่งสู่อนาคตของงานในปี ค.ศ. 2019 ขณะที่ WB นำเสนอให้มีการสร้างทุนมนุษย์ และขยายออกสู่การพัฒนาทักษะ การเรียนรู้ตลอดช่วงชีวิต และการคุ้มครองทางสังคม
