Abstract

This research aimed to (1) examine the operational levels of traffic accident scene investigation among inquiry officers in Nakhon Ratchasima Province based on the standard manual; (2) identify operational problems and obstacles; and (3) propose guidelines for improving investigation efficiency. The study employed a mixed-methods research design. Quantitative data were collected via questionnaires from 59 inquiry officers, out of a total population of 69, stationed at three strategic locations: Muang Nakhon Ratchasima, Pho Klang, and Pak Chong Police Stations. Qualitative data were gathered through in-depth interviews with 5 key informants. The results indicated that the inquiry officers possessed a high overall level of knowledge and understanding regarding accident scene investigation and evidence collection (x̅ =3.40, S.D.=0.09). Notably, despite 63.6% of the sample having never attended specialized training, they were able to develop skills through a process of on-the-job experiential learning (tacit knowledge). Furthermore, the study identified critical obstacles, including excessive workloads, limited access to modern equipment, and a lack of continuous training. The research suggests that the Royal Thai Police should prioritize the development of concrete Standard Operating Procedures (SOP) and comprehensive checklists. This should be implemented alongside budget integration with local agencies and relevant sectors to enhance the efficiency of fact-finding processes in alignment with international forensic science standards.
