Abstract
The research aimed to 1) study the problem. The informants were 3 student councils, 2 teachers, and 3 administrators. The data analysis used content analysis. 2) Assess the needs. The informants were 25 student councils. The data was analyzed by finding the average and sorting the data with a card (Card Sort). 3) Create and examine the approach. The informants were 3 experts. The appropriateness check tool had a reliability value of 0.85. The data analysis used the mean and standard deviation. 4) Test and evaluate the approach. The informants were 25 student councils. The research tool used a self-evaluation form from learning reflection after the activity. The satisfaction assessment had a reliability value of 0.91. The results of the research found that:
1) The results of the study of the problem conditions mostly show problems in the issue of listening to opinions. 2) The results of the assessment of needs, ranked from most to least, are (1) understanding others, (2) knowing how to give others a chance, (3) being aware of group opinions, (4) having a spirit of service, and (5) knowing how to encourage others. 3) The results of the development and examination of the guidelines consisted of 7 steps: principles, objectives, content, processes, techniques/methods, activities, and measurement and evaluation, which were at a high level of appropriateness. 4) Results of the trial and evaluation of the approach. The trial by action research consisted of planning, team meetings, content determination, and identifying the process, techniques, methods, and activities used in the training. The results of the evaluation of the approach: (1) Overall satisfaction of the student council was at the highest level. (2) The reflection of learning after implementing the activity was at a high level overall.
