Guidelines for Problem Management of Supplies According to the Ministry of Finance's Regulations for Budget Development of Educational Institutions under the Sing Buri Primary Educational Service Area Office

Abstract
This research aimed to determine 1) problems management of supplies. The samples of this study consisted of 152 chief of material supplies officer and material supplies officer was selected by using Krejcie, and Morgan’s random sampling method. The research tool was problem management of supplies according to the Ministry of Finance's regulations for budget development of educational institutions questionnaire. The content validity value 1.00 and reliability of 0.97. Data analysis were percentage, means (), standard deviation (S.D.). 2) compare the problems management of supplies classified by school size in overall and supplies work experience using one-way ANOVA analysis of variance and pair testing by LSD method. 3)guidelines for problem management of supplies by interviews with 9 chief of material supplies officer and material supplies officer. The research tool was content analysis and frequency distribution, prioritization. The study findings were as follows:
1) The problem management of supplies as a whole was at a low level and It was also found that the highest problem was maintenance, examination, followed by the storage, records, disbursement and the lowest was removing the supply, 2) compare the problems management of supplies classified by school size in overall and in each aspects to the opinions was a significant difference at .05 levels classified by considerable experience in supply operations and 3)guidelines for problem management of supplies was maintenance, examination administrators should prepare an annual calendar, to regularly check the condition of the equipment if damaged or in poor condition ready to use for the responsible person to report along with repair estimates and repairs to be ready for use by educational institutions preparing maintenance plans. There are details regarding the items that need to be checked and matters can be carried out for maintenance in time for use work quickly.
