OUTCOME-BASED AND ACTIVE LEARNING MANAGEMENTS FOR ENHANCING PRE-SERVICE TEACHERS' LEARNING ACHIEVEMENT IN EDUCATIONAL ADMINISTRATION AND QUALITY ASSURANCE COURSE

This research aimed to: (1) examine the learning achievement of pre-service teachers through the integration of outcome-based learning and active learning approaches; (2) compare their achievement against the benchmark of 86%; and (3) investigate students’ opinions on learning in the course, along with their feedback for improving instructional management in the course Educational Administration and Educational Quality Assurance. The sample consisted of 36 second-year students majoring in Early Childhood Education, selected through cluster sampling. The research instruments included: (1) 15 instructional plans (4 hours each; total 60 hours). The content validity of the alignment among objectives, content, learning activities, and assessment methods showed an Index of Item-Objective Congruence (IOC) ranging from .67 to 1.00; (2) a learning achievement test comprising 60 multiple-choice items and one subjective item (item-level IOC = .67–1.00). The multiple-choice test demonstrated a reliability coefficient of .72, indicating a satisfactory level of internal consistency. Additionally, the correlation between the multiple-choice and subjective test scores was .572, reflecting a moderate relationship between the two assessment formats; and (3) a 15-item questionnaire was used to assess the instructional quality of the course (IOC = .67–1.00; reliability coefficient = .83). Data were analyzed using frequency, percentage, mean, standard deviation, and t-test. The findings revealed that: (1) students’ learning achievement was at a very good level (78%); (2) the learning achievement of students was below the established criterion of 86%; and (3) students reported high satisfaction with the course. Their feedback identified four priority areas for instructional improvement, including content, learning process, use of technology and instructional media, and development of higher-order thinking skills — all aimed at promoting deep and meaningful learning.
