แนวทางการนำผลการประเมินคุณภาพภายนอกไปใช้ในการลดความเหลื่อมล้ำทางการศึกษาของศูนย์พัฒนาเด็กเล็กภาคตะวันออกเฉียงเหนือ

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการนำผลการประเมินคุณภาพภายนอกไปใช้ในการลดความเหลื่อมล้ำทางการศึกษาของศูนย์พัฒนาเด็กเล็ก (ศพด.) 2) ศึกษาและเปรียบเทียบความต้องการจำเป็น และ 3) พัฒนาแนวทางการนำผลการประเมินคุณภาพภายนอกไปใช้ ดำเนินการ 3 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพการนำผลการประเมินคุณภาพภายนอกไปใช้ กลุ่มตัวอย่าง คือ ศูนย์พัฒนาเด็กเล็กต้นแบบด้านบริหารจัดการที่ดี เขตภาคตะวันออกเฉียงเหนือ 20 แห่ง ได้มาโดยสุ่มอย่างง่าย เก็บข้อมูลจากการสัมภาษณ์เชิงลึกผู้มีส่วนได้ส่วนเสีย 140 คน ระยะที่ 2 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น กลุ่มตัวอย่าง คือ ศูนย์พัฒนาเด็กเล็กต้นแบบด้านบริหารจัดการที่ดี 99 แห่ง และเขตภาคตะวันออกเฉียงเหนือ 567 แห่ง ได้มาจากการสุ่มแบบหลายขั้นตอน เก็บข้อมูลโดยใช้แบบสอบถาม และระยะที่ 3 พัฒนาแนวทางการนำผลการประเมินคุณภาพภายนอกไปใช้ โดยการประเมินจากผู้เชี่ยวชาญและผู้มีส่วนได้ส่วนเสีย 37 คน ใช้แบบประเมิน วิเคราะห์ข้อมูลทางสถิติโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบทีสำหรับกลุ่มตัวอย่างที่เป็นอิสระต่อกัน การวิเคราะห์ความแปรปรวนแบบทางเดียว ค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น (PNI) และค่าดัชนีวัดความเหลื่อมล้ำเอนโทรปีทั่วไปที่อิงค่ามัธยฐาน (GEm)
ผลการวิจัยพบว่า 1) สภาพปัจจุบันของการนำผลการประเมินคุณภาพภายนอกไปใช้ในการลดความเหลื่อมล้ำทางการศึกษาต่ำกว่าสภาพที่พึงประสงค์ ศูนย์พัฒนาเด็กเล็กสังกัดเทศบาลตำบลทั่วไปมีการนำผลการประเมินคุณภาพภายนอกไปใช้ในด้านบริหารจัดการ ด้านครู/ผู้ดูแลเด็ก และด้านคุณภาพของเด็กปฐมวัย มากกว่า ศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลทั่วไปอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 โดยพบความเหลื่อมล้ำสูงสุดในด้านบริหารจัดการ (GEm = 1.52) ด้านครู/ผู้ดูแลเด็ก (GEm = 1.27) และด้านคุณภาพของเด็กปฐมวัย (GEm = 0.05) ตามลำดับ 2) ความต้องการจำเป็นในการนำผลการประเมินคุณภาพภายนอกไปใช้ด้านคุณภาพของเด็กปฐมวัย เป็นลำดับที่ 1 (PNI = 0.53) รองลงมา ได้แก่ ด้านบริหารจัดการ (PNI = 0.52) และด้านครู/ผู้ดูแลเด็ก (PNI = 0.45) 3) แนวทางการนำผลการประเมินคุณภาพภายนอกไปใช้ในการลดความเหลื่อมล้ำทางการศึกษาของศูนย์พัฒนาเด็กเล็กได้จากการสังเคราะห์ผลการวิจัย เอกสารและงานวิจัยที่เกี่ยวข้อง ประกอบด้วย 3 ด้าน 17 แนวทางหลัก 144 กิจกรรมย่อย ชื่อว่า “MEE-R Approaches” ผลการประเมินคุณภาพของแนวทาง 5 ด้าน ได้แก่ ด้านความถูกต้อง (Mean = 4.81, S.D. = 0.40) ด้านความเหมาะสม (Mean = 4.80, S.D. = 0.41) ด้านความเป็นไปได้ (Mean = 4.76, S.D. = 0.45) ด้านความเป็นประโยชน์ (Mean = 4.80, S.D. = 0.41) และด้านความรับผิดชอบ (Mean = 4.82, S.D. = 0.40) อยู่ในระดับมากทั้งหมด
