This research aims to evaluate the effectiveness of greenhouse gas (GHG) mitigation measures in medium-sized airports certified with Airport Carbon Accreditation (ACA) Level 5, and to propose development guidelines for transitioning airports toward net-zero emissions. The effectiveness of these measures was evaluated using a multi-criteria decision-making (MCDM) approach across four medium-sized airports: Christchurch Airport (New Zealand), Adelaide Airport (Australia), Madeira Airport (Portugal), and Gothenburg Landvetter Airport (Sweden).
The findings revealed that energy and renewable energy measures achieved the highest effectiveness, as they directly reduce GHG emissions and maintain high robustness under various scenarios. While the stakeholder and value chain engagement measure was the most widely implemented, it had limitations regarding control and sensitivity. The findings indicate that measures providing direct GHG reductions, combined with high operational feasibility and scalability, yield the highest level of effectiveness.
This body of knowledge provides a development pathway for medium-sized airports toward net-zero emissions by establishing the priorities and effectiveness of mitigation measures-an area previously subject to limited research. These insights can be utilized to support policy formulation, investment planning, and strategic planning for medium-sized airports.
