บทคัดย่อ

การวิจัยเรื่องเครือข่ายอาสาสมัครชุมชนเพื่อการป้องกันอาชญากรรมมีวัตถุประสงค์
เพื่อศึกษาผลสัมฤทธิ์ของ “โครงการเครือข่ายอาสาสมัครชุมชนเพื่อการป้องกัน
อาชญากรรม” ที่ดำ เนินการในพื้นที่ตำ บลกะรน อ.เมือง จ.ภูเก็ต การวิจัยในครั้งนี้
ผู้วิจัยใช้วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ควบคู่ไปกับการวิจัยเชิงปริมาณ
(Quantitative Research) ประชากรที่ใช้ในการวิจัย คือ ประชาชนชาวไทยที่พักอาศัย
หรือประกอบอาชีพต่างๆ ภายในตำ บลกะรน และนักท่องเที่ยวชาวต่างชาติ ที่เดินทาง
เข้ามาท่องเที่ยวในพื้นที่ตำ บลกะรน วิธีดำ เนินการวิจัยในภาพรวมกระทำ โดยเก็บข้อมูล
ด้านความพึงพอใจและความเชื่อมั่นของประชาชนและนักท่องเที่ยวชาวต่างชาติ
อย่างละ 400 คน ก่อนและหลังดำ เนินโครงการฯด้วยแบบสอบถาม รวมทั้งเก็บข้อมูล
ด้านสถิติการเกิดอาชญากรรมก่อนและหลังดำ เนินโครงการ ด้วยการศึกษาจากเอกสาร
(Documentary Study) และประเมินความสัมฤทธิ์ผลของโครงการด้วยการนำ ข้อมูล
ก่อนและหลังดำ เนินโครงการมาเปรียบเทียบกัน ตลอดจนเก็บข้อมูลด้านปัญหา
อุปสรรคและมาตรฐานที่ควรรักษาไว้ จากการดำ เนินโครงการฯในระยะที่ผ่านมาด้วย
การสัมภาษณ์เจ้าหน้าที่ตำ รวจและอาสาสมัครชุมชน 4 กลุ่ม ได้แก่ อาสาสมัครตำ รวจบ้าน

สมาชิกแจ้งข่าวอาชญากรรม พนักงานร้านสะดวกซื้อรับแจ้งเหตุ และพนักงานรักษา
ความปลอดภัยเฝ้าระวังเหตุ โดยข้อมูลทั้งหมดที่ได้จากการวิจัยสามารถนำ ไปวิเคราะห์
เพื่อปรับปรุงพัฒนาเป็นคู่มือต้นแบบในการดำ เนินงานโครงการฯในโอกาสต่อไป
อันเป็นประโยชน์ในการนำ ไปประยุกต์ใช้ในพื้นที่ท่องเที่ยวอื่นๆ จากการศึกษาพบว่า
หลังดำ เนินโครงการฯคดีประทุษร้ายต่อทรัพย์ทุกประเภทในที่สาธารณะลดลงร้อยละ
20.4 และเมื่อเปรียบเทียบสถิติคดีประทุษร้ายต่อทรัพย์ทุกประเภทที่เกิดบนถนน
พบว่า หลังดำ เนินโครงการฯ สถิติอาชญากรรมช่วงเวลากลางวันลดลงร้อยละ 10
ส่วนในเวลากลางคืนลดลงร้อยละ 44.44 นอกจากนั้นเมื่อเปรียบเทียบความคิดเห็น
ของประชาชนและนักท่องเที่ยวชาวต่างชาติ ระหว่างก่อนกับหลังดำ เนินโครงการฯ
พบว่า ความพึงพอใจและความเชื่อมั่นของประชาชนและนักท่องเที่ยวชาวต่างชาติ
หลังดำ เนินโครงการฯ มีความแตกต่างกับก่อนดำ เนินโครงการฯไปในทางที่มีความ
พึงพอใจและความเชื่อมั่นเพิ่มมากขึ้นอย่างมีนัยสำ คัญทางสถิติ และทายที่สุดผลการ
วิจัยได้นำ มาพัฒนาเป็นคู่มือการปฏิบัติงานตามโครงการฯ เพื่อเผยแพร่ให้หน่วยงาน
อื่นสามารถนำ ไปประยุกต์ใช้

This research is a set of evaluative methods designed for an assessment
of operation of the Community Volunteers’ Networking for Crime Prevention
Project, its outcomes and impacts. The project has been implemented within
the area of Karon Sub-disctrict, Amphur Muang, of Phuket province, under
collaboration framework between the local police and community. The particular
objectives of the research include: studying the performance outputs and
achievements of this project; and elaborating a set of manual guideline learned
from project’s experience to be used for further applications.
The research associated both quantitative and qualitative methods in order
to obtain data and information needed for assessment on performance and

evaluation of project’s achievements. It was started with collection of data and
information in regard of: frequency of crimes prior to and after project’s
implementation, public inquiries on satisfaction and confidence of Thai and
foreign tourists, as well as questionnaires and interview addressed to volunteers
and police officers directly involved in the operation of the project.
This present research, therefore, summarizes the following findings:
Prior to and after the operation of the project, occurrence of all categories
of crime in the public areas remarkably reduced at 20.4% after the period of
operation of the project; occurrence of property crime at day-time and at
night-time has reduced at 10% and 44.4% respectively. It was also found that
satisfaction and confidence expressed from people mostly tourists of both
Thai and foreign nationalities, improved progressively with statistical significance.
The successful factors and limitations learned from the project were used for
elaboration of manual to be used as working guideline for application of project’s
experience within and outside Phuket province.
