ชุมชน : จากอุดมคติถึงเครื่องมือเพื่อการปกครอง

บทคัดย่อ

บทความชิ้นนี้ ศึกษาความเปลี่ยนแปลงด้านโลกทัศน์และทัศนคติที่ชาวชุมชน
แออัดมีต่อตนเอง ชุมชน และ สังคม หลังจากชุมชนเข้าร่วมโครงการบ้านมั่นคง เพื่อแก้ไข
ปัญหาที่อยู่อาศัย โดยนำ เสนอสามประเด็นคือ หนึ่ง ผลจากโครงการบ้านมั่นคงช่วยให้
ชุมชนมีที่อยู่อาศัยที่มั่นคงตามกฎหมาย และทำ ให้ชาวชุมชนแออัดมีความภาคภูมิใจ
ในตัวเองและชุมชนของตัวเองสูงขึ้น สอง โลกทัศน์กระแสหลักของชาวชุมชน ยังคง
เลือกที่จะอยู่ในความสัมพันธ์ในแนวดิ่งที่มีผู้ใหญ่คอยปกป้องคุ้มครอง ส่วนโลกทัศน์
ที่มองว่าชุมชนสามารถมีความสัมพันธ์ในแนวราบกับหน่วยงานรัฐ เป็นเพียงโลกทัศน์

ต้านทานกระแสทุนและรัฐ แต่ปัจจุบันหน่วยงานรัฐกลายมาเป็นผู้สนับสนุนโครงการ
พัฒนาชุมชนเสียเอง จึงทำ ให้รัฐสามารถใช้ชุมชนเป็นเครื่องมือในการปกครองผ่าน
ชุมชน (government through community) ตามแนวคิดของนิโคลัส โรส (Nikolas Rose)
หรือ เรียกอีกอย่างหนึ่งว่าเป็นกระแสชุมชนนิยมเพื่อการปกครอง (governmental
communitarianism)

This article is developed from assessment research report of Ban
Man Khong Project (Secured Housing Project) in a slum community in Bangkok.
The article proposes three issues. First, the Secured Housing Project helps a
community to secure land tenure legally, as a result it lifts up self-esteems of
slum dwellers and their community status. Second, a mainstream worldview of
slum dwellers still holds that they prefer to be in a secured status in the vertical
relationship under their new patron, a several governmental agencies, rather than
stand in equally in a horizontal relationship with governmental agencies. Third,
the article argues that in the past non-governmental organizations (NGOs)
supported communities to resist state and capitalism. However presently
governmental agencies become new actors who support community development
projects and use community development projects as a tool of “government
through community” in Nikolas Rose’s concept. The state concept of community
