บทคัดย่อ

บทความนี้ตั้งอยูบนพื้นฐานความคิดที่วา การเสริมสรางบทบาทของความเปนพลเมืองที่ตื่นตัว หรือ active citizenship
เปนสิ่งสำคัญยิ่งในระบอบประชาธิปไตยในการที่จะชวยสงเสริมแนวทางการปฏิรูปภาครัฐได การเสริมสรางบทบาทของการเปนพลเมืองที่ตื่นตัว หรือ พลเมืองที่เขมแข็งนั้น จะมีสวนชวยใหกระบวนการพัฒนาประเทศ และการขับเคลื่อนประชาธิปไตยในประเทศนั้นๆ ดำเนินไปไดอยางมีประสิทธิภาพ เพราะพลเมืองนั้นเปนรากฐานที่สำคัญในการพัฒนาประเทศ ดังนั้นเราจึงควรใหความสำคัญกับกระบวนการพัฒนาทุนมนุษยเพื่อการเสริมสรางบทบาทของความเปนพลเมืองที่ตื่นตัวในระบอบประชาธิปไตย โดยบทความนี้มีวัตถุประสงคเพื่อความมุงหมายในการวิเคราะหองคประกอบที่สำคัญของกระบวนการเสริมสรางความเปนพลเมืองที่ตื่นตัว หรือ active citizenship และ ศึกษาแนวความคิดในการพัฒนาทุนมนุษยที่สำคัญเพื่อเสริมสรางความเปนพลเมืองที่ตื่นตัว หรือ active citizenship โดยเฉพาะแนวคิด civic education และกระแส Global Citizenship ในปจจุบันเพื่อที่จะนำเสนอขอคิดเห็น และขอเสนอแนะตอการเสริมสรางความเปนพลเมืองที่ตื่นตัว หรือ active citizenship ในประเทศไทย

SELECTED FACTORS TO DEVELOP HUMAN CAPITAL TO BE THE ACTIVE CITIZENSHIP. 

This article is based on the idea that to enhance the role of active citizenship that is the essential factors for supporting the roadmap of the government. Active citizenship will help government develop the country and enforce the democracy to be effective because citizen is the heart of the democracy and the most important factor for development. So we need to be awared of how to enhance the active citizenship in the democracy. The objective of this article is to analyze the selected factors to develop Human Capital to be active citizenship and study to find out how to be active citizenship especially the important factor, civic education, and also explain what the global citizenship trend to be in the nearest future in order to propose how to develop the active citizenship in Thailand.
