ปัจจัยที่ส่งผลต่อการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาปัจจัยที่ส่งผลต่อการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา 2) เพื่อศึกษาระดับการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา และ 3) เพื่อสร้างสมการพยากรณ์ปัจจัยที่ส่งผลต่อการดำเนินงานของสำนักเขตพื้นที่การศึกษา ตามกรอบการดำเนินงานของ Kaplan and Norton ซึ่งประกอบด้วย 4 ด้าน คือ ด้านการเงินด้านผู้รับบริการ ด้านกระบวนการภายในและด้านการเรียนรู้และการพัฒนา วิธีการดำเนินการวิจัย ประกอบด้วย การสังเคราะห์เอกสาร การสัมภาษณ์ผู้ทรงคุณวุฒิที่มีประสบการณ์ในการบริหารการศึกษา จำนวน 10 ท่าน และการเก็บข้อมูลการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา จำนวน 38 แห่ง โดยใช้แบบสอบถาม ซึ่งแบบสอบถามเป็นแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นเทา่ กับ .99 การวิเคราะห์ข้อมูลใช้สถิติเชิงบรรยาย การวิเคราะห์ปัจจัยโดยใช้เทคนิควิเคราะห์องค์ประกอบและการวิเคราะห์การถดถอยพหุคุณ

ผลการวิจัยพบว่า

1. ปัจจัยที่ส่งผลต่อการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา มี 8 ปัจจัย คือ ปัจจัยด้านภาวะผู้นำ ปัจจัยด้านสภาพแวดล้อมภายนอก ปัจจัยด้านความผูกพันองค์การ ปัจจัยด้านเทคโนโลยีสารสนเทศ ปัจจัยด้านโครงสร้างองค์การ ปัจจัยด้านวัฒนธรรมองค์การ ปัจจัยด้านการติดต่อสื่อสารและปัจจัยด้านบรรยากาศองค์การ

2. ระดับการดำเนินงานของสำนักงานเขตพื้นที่การศึกษาทั้ง 4 ด้าน คือ ด้านการเงิน ด้านผู้รับบริการด้านกระบวนการภายใน และด้านการเรียนรู้และการพัฒนา อยู่ในระดับมากทุกด้าน

3. สมการพยากรณ์ปัจจัยที่ส่งผลต่อการดำเนินงานของสำนักงานเขตพื้นที่การศึกษา ซึ่งเขียนในรูปคะแนนดิบและคะแนนมาตรฐานได้ ดังนี้

     3.1 ด้านการเงิน ได้แก่ ปัจจัยด้านสภาพแวดล้อมภายนอก (F2) ปัจจัยโดยภาพรวม (Ftot) ปัจจัยด้านการติดต่อสื่อสาร (F7) ปัจจัยด้านวัฒนธรรมองค์การ (F6) และปัจจัยด้านบรรยากาศองค์การ (F8) เขียนสมการได้ดังนี้

FACTORS AFFECTING THE OPERATION OF OFFICES OF EDUCATIONAL SERVICE AREAS

The purpose of this research was three-fold: to study the factors that might influence the operation of the offices of Educational Service Areas, to identify the level of the operation, and to examine the relationship among the factors. The study was based on concepts, theories, research findings, and interviews with 10 highly experienced educational administrators and academics. The study was conducted on 38 offices of educational service areas serving as the sample group. They were selected by means of stratified random sampling. The research instrument was a questionnaire with a five-level rating scale (Likert Scale), which yielded the reliability value of .993. Data were analyzed using such descriptive statistical procedures as mean, standard deviation, factor analysis, and stepwise multiple regression analysis.

The findings were summarized as follows:

1. Eight factors were included in the study, namely leadership, external environment, organizational attachment,information technology, organizational structure, organizational culture, communication, and organizational atmosphere.

2. The operation of the offices of educational service areas was perceived to be at a high level in all aspects, which included funding, services, internal process, and learning and developing process,

3. Factors found to be related to the operation of the offices of educational areas in each aspect were as follows:

     3.1 Factors related to the operation in the aspect of funding, or financial matters included overall factors,external environment, communication, organizational culture, and organizational atmosphere.
