ความพร้อมของหัวหน้าศูนย์กับการปฏิบัติงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐม

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ1) ความพร้อมของหัวหน้าศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐม 2) การปฏิบัติงานตามมาตรฐานการดำเนินงานของศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐม 3) ความสัมพันธ์ระหว่างความพร้อมของหัวหน้าศูนย์กับการปฏิบัติงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐม กลุ่มตัวอย่างในการวิจัยคือ ศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐมจำนวน 75 ศูนย์ ผู้ให้ข้อมูล คือ ผู้ปกครองนักเรียน ผู้แทนชุมชน ผู้บริหารองค์กรปกครองส่วนท้องถิ่น ผู้ทรงคุณวุฒิด้านการศึกษาที่เป็น คณะกรรมการบริหารศูนย์พัฒนาเด็กเล็กและหัวหน้าศูนย์หรือครูผู้ดูแลเด็ก รวมทั้งสิ้น 375 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามเกี่ยวกับความพร้อมของหัวหน้าศูนย์ตามทฤษฎีภาวะผู้นำตามสถานการณ์ (situational leadership theory) ของเฮอร์เซย์และบลันชาร์ด (Hersey and Blanchard) และการปฏิบัติงาน ตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็ก ตามแนวคิดของกรมส่งเสริมการปกครองท้องถิ่น สถิติที่ใช้วิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐานและค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า 1) ความพร้อมของหัวหน้าศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐมโดยภาพรวมและรายด้านอยู่ในระดับมาก ได้แก่ ความสามารถ เรียงลำดับตามตัวแปรย่อย ได้แก่ ความเข้าใจ ความรู้ ทักษะและประสบการณ์ ความเต็มใจ เรียนลำดับตามตัวแปรย่อย ได้แก่ ด้านความมั่นคง ความมุ่งมั่น ความมั่นใจ และแรงจูงใจในความสำเร็จ 2) การปฏิบัติงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐมโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า อยู่ในระดับมาก 5 ด้าน ได้แก่ มาตรฐานที่ 1 ด้านการบริหารจัดการมาตรฐานที่ 2 ด้านบุคลากร มาตรฐานที่ 3 ด้านอาคารสถานที่ สิ่งแวดล้อมและความปลอดภัย มาตรฐานที่ 4 ด้านวิชาการกิจกรรมตามหลักสูตร มาตรฐานที่ 5 ด้านการมีส่วนร่วมและการสนับสนุนจากชุมชน อยู่ในระดับปานกลาง 1 ด้าน ได้แก่ มาตรฐานที่ 6 ด้านการส่งเสริมพัฒนาเครือข่ายการพัฒนาเด็กปฐมวัย 3) ความพร้อมของหัวหน้าศูนย์กับการปฏิบัติงานตามมาตรฐานการดำเนินงานศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในจังหวัดนครปฐม มีความสัมพันธ์กันอย่างมีนัย สำคัญทางสถิติที่ระดับ .01

THE ADMINISTRATOR’S READINESS AND THE OPERATING STANDARD PERFORMANCE OF CHILD DEVELOPMENT CENTER IN NAKHON PATHOM SUB-DISTRICT ADMINISTRATION ORGANIZATION

The purposes of this research were find 1) the readiness of the child development center administrator in Nakhon Pathom Sub-district Administration Organization, 2) the operating standard performance of the child development center in Nakhon Pathom Sub-district Administration Organization, and 3) the relationship between the administrator’s readiness and the operating standard performance of the child development center in Nakhon Pathom Sub-district Administration Organization. The sample of the research were 75 child development centers in Nakhon Pathom Sub-district Administration Organization. The respondents were parents, students, local representatives, the administrators of the Sub-district Administrative Organization, and educational experts board committee and the administrators of the child development centers or teachers in charge of students, with the total of 375 respondents. The research instrument was a questionnaire regarding the readiness of the child development center administrator, developed from situational leadership theory of Hersey and Blanchard and the operating standard performance of the child development center of the Department of Local Administration. The statistics used for data analysis were frequency, percentage, arithmetic mean, standard deviation, and Pearson’s product – moment correlation coefficient.

The results demonstrated as follows: 1) The readiness of the child development center administrators in Nakhon Pathom Sub-district Administration Organization in overall and each aspect were at a high level; ranking from the highest to the lowest mean; ability : knowledge, understanding, skill, experience; and willingness : security, commitment, confidence, achievement motivation. 2) The operating standard performance of the child development center in Nakhon Pathom Sub-district Administration Organization in overall was at high level. Considering each aspect; 5 were found at high level : standard 1 management, standard 2 personnel, standard 3 building environment and security, standard 4 academic and activity of curriculum, standard 5 participation and supporting from community and 1 aspect was at medium level : standard 6 enhance child development network. 3) The relationship between the administrator’s readiness and the operating standard performance of the child development center in Nakhon Pathom Sub-district Administration Organization was found at .01 level of statistical significance.
