สมรรถนะของผู้บริหารที่ส่งผลต่อการดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) สมรรถนะของผู้บริหารโรงเรียนสังกัดกรุงเทพมหานคร 2) การดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร และ 3) สมรรถนะของผู้บริหารที่ส่งผลต่อการดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร กลุ่มตัวอย่าง คือ โรงเรียนสังกัดกรุงเทพมหานคร กลุ่มกรุงธนใต้ จำนวน 59 โรง ผู้ให้ข้อมูลโรงเรียนละ 4 คน ประกอบด้วย ผู้อำนวยการโรงเรียนรองผู้อำนวยการโรงเรียน และครูผู้สอน 2 คน รวมผู้ให้ข้อมูลทั้งสิ้น 236 คน เครื่องมือที่ใช้เป็นแบบสอบถามเกี่ยวกับสมรรถนะของผูบ้ ริหารตามหลักเกณฑแ์ ละวิธีการให้ข้าราชการครูกรุงเทพมหานครมีวิทยฐานะและเลื่อนวิทยฐานะ ของสำนักการศึกษา กรุงเทพมหานคร และการดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร ตามหลักเกณฑ์การประเมินการดำเนินงานโรงเรียนคุณภาพมาตรฐาน ของสำนักการศึกษา กรุงเทพมหานคร สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าความถี่ ค่าร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน

ผลการวิจัย พบว่า

1. สมรรถนะของผู้บริหารโรงเรียนสังกัดกรุงเทพมหานคร โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ การสื่อสารและการจูงใจ การพัฒนาตนเอง การมีวิสัยทัศน์ การบริการที่ดี การทำงานเป็นทีม การวิเคราะห์และสังเคราะห์ การพัฒนาศักยภาพบุคลากร และการมุ่งผลสัมฤทธิ์ ตามลำดับ

2. การดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ ด้านการจัดการศึกษา ด้านการเสริมความเข้มแข็งของสถานศึกษา และด้านผลที่เกิดกับนักเรียน

3. สมรรถนะของผู้บริหารส่งผลต่อการดำเนินงานตามมาตรฐานโรงเรียนคุณภาพ สังกัดกรุงเทพมหานคร อย่างมีนัยสำคัญทางสถิติที่ระดับ .05

THE ADMINISTRATOR'S COMPETENCY AFFECTING PERFORMANCE BASED ON SMART SCHOOL STANDARD UNDER THE BANGKOK METROPOLITAN ADMINISTRATION

The purposes of this research were to determine 1) the school administrator’s competency under the Bangkok Metropolitan Administration 2) the performance based on smart school standard under the Bangkok Metropolitan Administration and 3) the school administrator’s competency affecting performance based on smart school standard under the Bangkok Metropolitan Administration. The samples were 59 schools under the Bangkok Metropolitan Administration in South Krungthon Cluster. There were 4 respondents of each school; administrator, assistant administrator, and 2 teachers, with the total of 236. The research instrument was a questionnaire; regarding the administrator’s competency based on the principle and method for teachers under the Bangkok Metropolitan Administration elevate academic standing; and the performance based on smart school standard of the department of education, Bangkok Metropolitan Administration. The statistics used in data analysis were frequency, percentage, arithmetic mean, standard deviation, and stepwise multiple regression analysis.

The research findings were as follow:

1. The school administrator’s competency under the Bangkok Metropolitan Administration, as a whole and as an individual, was found at a high level; ranking from the highest to the lowest: communication and motivation, self development, vision, service, teamwork, analysis and synthesis, human resource development, and achievement motivation.

2. The performance based on smart school standard under the Bangkok Metropolitan Administration, as a whole and as an individual, was found at a high level; ranking from the highest to the lowest: educational management, school’s strength reinforcement, and student achievement.

3. The school administrator’s competency affecting performance based on smart school standard under the Bangkok Metropolitan Administration at .05 level of statistical significance.
