The Guidelines of Educational Resource Management of Secondary School Administrators under the Office of Suphan Buri Secondary Educational Service Area

Educational equality and opportunity are critical factors in sustainable educational quality development. Educational resource management is therefore an essential component in reducing disparities that affect educational quality. This research aimed to: 1) examine the current and desired states for educational resource management, 2) assess needs for educational resource management, and 3) investigate guidelines for educational resource management by secondary school administrators under the Suphan Buri Secondary Educational Service Area Office. A mixed methods approach was employed with a sample of 329 respondents selected through stratified random sampling based on school size. Statistical analyses included mean, standard deviation, Priority Needs Index (PNI), content validity analysis using Index of Item-Objective Congruence (IOC), and reliability testing using Cronbach's alpha coefficient. The findings revealed that the current state of educational resource management overall was at a high level, while the desired state was at the highest level. The top three priority needs, ranked from highest to lowest, were: 1) management, 2) materials and equipment, and 3) personnel. Guidelines for educational resource management, derived from in-depth interviews with 9 experts, comprised 4 dimensions and 12 approaches.
