A STUDY OF ACADEMIC ADMINISTRATION OF PRIMARY SCHOOL UNDER THE EDUCATIONAL OFFICE BANGKOK METROPOLITAN AUTHORITY WITH THE ORDINARY NATIONAL TEST (O-NET) SCORE HIGHER THAN THE NATIONAL TEST IN EVERY SUBJECT

Abstract
The purposes of this study were to states and study the problems of the academic procedure of Primary Schools under the Educational office under Bangkok Metropolitan Authority with the Ordinary National Test (O-NET) score higher than the National Test score in every subject. This study was a survey study. The populations of this study were 890 of school directors, deputy directors of academic affairs, and heads of departments. The instrument used was the questionnaires and collected data were analyzed using the percentage. The research results showed 1) regarding school academic procedure of elementary schools, academic plans were made and prepared; regarding the school curriculum management, the school curriculum was developed and reformed; regarding the learning management, a child-centered concept was emphasized; regarding academic supervision, the in-school supervisory processes were approached; regarding studying result measurement and evaluation, the guidelines were determined; regarding technology, innovation, and learning resources developments, technology, innovation, and learning resources were created, developed, and used; regarding research for educational quality development, the policies on classroom research were used; regarding community participation in promoting school academic strength, school board members were promoted to participate in learning activities; and regarding school quality assurance and academic procedure, administrative roles to quality assurance were determined, 2) some problems occurred in some elementary schools, for example, regarding academic planning, budgets were inadequate; regarding the school curriculum management, the techniques of supervision were not diverse; regarding learning management, budgets used for activities were inadequate; regarding in–school supervision, the quality of the supervisory instrument was not tested; regarding measurement and education and evaluation, the guidelines of the results from learning measurement and evaluation were not determined; regarding technology, innovation, and learning resources developments, the budget was inadequate; research for educational quality development, lack of supports were found; regarding community participation in promoting school academic strength, operational level functions of the school board members were uncleared; and regarding school quality assurance and academic procedure, lack of evaluation skills of personnel was found.
