Empower Assessment: A New Dimension to Work Development Assessment

Abstract

Empower assessment is to use management innovation in assessing the performance of higher education, government, local administration, non-profit organization, foundation and projects including the implementation of related policies. This is important and necessary for the assessment is based on both quantitative and qualitative methods. Those involved in the project including beneficiaries of the project will evaluate the programs by themselves with cooperation and group activities in assessing the improvement. The judgement of the project value is not the final goal of the assessment. But the fact and integrity in project operations will indicate whether it attains the goal, it should be improved, it should be supported or abandoned. The assessment can help organizations improve and develop their work up-to-date and be ready for the changing situations.
