Abstract

Environmental management does not mean that everyone needs to be involved in every detail, but that everyone must understand, help, cooperate and give coordination in what one is concerned from a small local unit to national government. The policy and goal to solve major environmental problems were set by the state. Environmental problems are national problems and they become more serious every day, causing global warming, affecting humans and living creatures as well as a system of economic and national development.
In natural resources and environmental management, the government must legislate to control crime on natural resources and environment. The law enforcement must be monitored and evaluated. The policy implementation should be related to location and people in each area. People and communities in each area should participate in conservation, re-habitation and development of natural resources and environments. By this way, the government policy can be successfully and effectively implemented.
