สมรรถนะของผู้บริหารสถานศึกษาด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อ สนับสนุนการบริหารจัดการและการบริการด้านการศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่ การศึกษาประถมศึกษาขอนแก่น เขต 1

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับสมรรถนะของผู้บริหารสถานศึกษาด้านการใช้เทคโนโลยีสารสนเทศและ การสื่อสารเพื่อสนับสนุนการบริหารจัดการและการบริการด้านการศึกษาในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษา ประถมศึกษา ขอนแก่น เขต 1 และ 2) ศึกษาข้อเสนอแนวทางการพัฒนาสมรรถนะของผู้บริหารสถานศึกษาด้านการ ใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อสนับสนุนการบริหารจัดการและการบริการด้านการศึกษา การวิจัยมีสอง ระยะคือ ระยะแรกเป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่างได้แก่ ผู้บริหารและครูในโรงเรียนสังกัดสำนักงานเขตพื้นที่การ ศึกษาประถมศึกษาขอนแก่น เขต 1 ในปีการศึกษา 2556 จำนวน 333 คน เครื่องมือที่ใช้คือแบบสอบถาม ลักษณะ เป็นมาตราส่วนประมาณค่า 5 ระดับ วิเคราะห์ข้อมูลด้วยสถิติ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะ ที่สองเก็บรวบรวมข้อมูลเชิงคุณภาพด้วยวิธีการสนทนากลุ่ม โดยกลุ่มเป้าหมาย ประกอบด้วย ผู้ทรงคุณวุติ จำนวน 7 คน เครื่องมือที่ใช้คือคู่มือประกอบการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. ระดับสมรรถนะของผู้บริหารสถานศึกษาด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสารเพื่อสนับสนุนการ บริหารจัดการและการบริการด้านการศึกษาของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาขอนแก่น เขต 1 พบว่าในภาพรวมอยู่ในระดับมาก ด้านการจัดตั้งแหล่งเรียนรู้ด้าน ICT มีค่าเฉลี่ยสูงสุด และด้านการสร้างสังคม เพื่อการแลกเปลี่ยนเรียนรู้เชิงสร้างสรรค์ มีค่าเฉลี่ยต่ำสุด

2. แนวทางการพัฒนาสมรรถนะของผู้บริหารสถานศึกษา ด้านการจัดตั้งแหล่งเรียนรู้ด้าน ICT พบว่า ผู้บริหาร สถานศึกษาควรระดมทรัพยากรเพื่อจัดตั้งแหล่งเรียนรู้ออนไลน์และ พัฒนาศักยภาพของครูด้านการใช้ICT และเขต พื้นที่การศึกษาควร สนับสนุนการจัดตั้งศูนย์ซ่อมบำรุงและจัดหา Software Open Source เพื่อให้ครูได้ใช้ประโยชน์ร่วมกัน ด้านการสร้างสังคมเพื่อการแลกเปลี่ยนเรียนรู้เชิงสร้างสรรค์ พบว่า ผู้บริหารสถานศึกษาควรดำเนินการในเรื่อง 1) การกระตุ้นกลุ่มเครือข่ายการเรียนรู้ออนไลน์ให้เข้าไปแลกเปลี่ยนเรียนรู้และ ส่งข่าวสารที่เป็นประโยชน์ 2)ให้ความ รู้แก่บุคลากรเกี่ ยวกั บจรรยาบรรณนักวิชาการในการสืบค้นและอ้างอิงข้อมูล และ 3) ส่งเสริมการสร้างและใช้ประโยชน์ เว็บไซต์การจัดการความรู้ออนไลน์ (KM) ในโรงเรียน ด้านการบริหารจัดการเรื่องลิขสิทธิ์และการพัฒนาระบบ ICT พบว่า ผู้บริหารสถานศึกษาควรให้ความรู้แก่ครูและนักเรียน เกี่ยวกับ พรบ.ว่าด้วยการกระทำความผิดเกี่ยวกับ คอมพิวเตอร์ พ.ศ. 2550 และ ร่วมมือกับหน่วยงานให้คำปรึกษาเกี่ยวกับการใช้ ICT ให้กับทางโรงเรียน ด้านการประยุกต์ ใช้ระบบ ICT เป็นเครื่องมือสำคัญในการบริหาร พบว่า ผู้บริหารสถานศึกษาควรประชาสัมพันธ์ชี้แจงให้บุคลากรทราบ ถึงประโยชน์ของการนำ ICTมาในการบริหารงาน และเขตพื้นที่การศึกษาและผู้บริหารสถานศึกษาควรกำหนดใช้ความ สามารถด้านICTเป็นส่วนหนึ่งของการประเมินผลงานบุคลากร และด้านการพัฒนาฐานข้อมูลสารสนเทศด้านการศึกษา อย่างบูรณาการ พบว่า ผู้บริหารสถานศึกษาควรจัดสรรงบประมาณเพื่อพัฒนาสารสนเทศในการบริหารจัดการ และ เขตพื้นที่การศึกษาควรประสานความร่วมมือกับหน่วยงานภายนอกเพื่อเป็นพี่เลี้ยงด้านการใช้ ICT

School Administrators’ Competency in using the Information Communication and Technology for Supporting the Administration and Management of Education in School Under the Office of Educational Service Area 1

The objectives of this research were : 1) to study the School Administrators’ Competency in using the Information Communication and Technology for supporting the administration and management of Education in school, under jurisdiction of the Office of Khon Kaen Primary Educational Service Area 1, and 2) to study the recommendations for guidelines in developing the School Administrators’ Competency in using the Information, Communication, and Technology for supporting the administration and management. There were 2 Phases of research : Phase 1, was Survey Research. The samples were 333 persons of school administrators and teachers in schools under jurisdiction of the Office of Khon Kaen Primary Educational Service Area 1 during 2013 school year. The instrument was 5 Level Rating Scale. Data were analyzed by statistic as the Percentage, Mean, and Standard Deviation. Phase 2, was the Qualitative Research by Focus Group Discussion. The target group consisted of 7 experts. The instrument was the handbook of Focus Group Discussion. Data were analyzed by Content Analysis.

The research findings found that:

1. For the school administrators’ competency in using the Information Communication and Technology for supporting the administration and management in Education of schools, under jurisdiction of the Office of Khon Kaen Primary Educational Service Area 1, found that in overall, was in “High” level. The establishment of learning source of ICT with the Highest level of Mean value, and the social development for creative sharing with the Lowest level of Mean value.

2. For the guidelines in developing the school administrators’ competency, were: For the establishment of learning source in ICT, found that the administrators should collect the resources to enhance the establishment of learning source online and development of teachers in the use of ICT and the Educational Service Area should support the establishment of a maintenance center and recruitment software open source that teacher’s sharing benefits. For the development of society for creative sharing, found that the administrators should 1) motivation with social network alliance for sharing regularly and send news helpful, 2) educate the teacher and student about the ethics of academics in searching and reference data, and 3) promote the creation and use of Knowledge Management (KM) website online in school. For the administration and management of copyright and ICT System Development, found that the administrators should be to educate teachers and students about Computer-Relate Crime Act B.E. 2550 (2007) and Partnerships with the external organization with potentiality in ICT to provide training as well as knowledge for teachers and students. For the application in using the ICT System as an important tool of administration, found that the administrators should clarification publicity to personnel know the benefits of adopting ICT in administration and the Educational Service Area and administrators should determine the ability of ICT as part of evaluation personnel. For the integrated development of data base in Information Communication and Technology of Education aspect, found that the administrators should be budget appropriation for the development of Management Information Systems and the Educational Service Area should Partnerships with the external organization for the use of ICT as a mentor.
