Development of a Model for Promotion and Monitoring to Utilize External Quality Assessment Results in Quality Management of Phrapariyattidhamma Schools (General Education Division) Implementing Distance Learning Information Technology in Chiang Rai Province

Abstract

This study employs a mixed-method research approach with the objectives of exploring the approaches for promoting and monitoring, examining the current and desired states of these processes, and developing as well as evaluating a suitable model. Various research instruments are utilized, including document synthesis form, structured interview form, questionnaire, guideline summary form, and quality assessment form. The key informants comprise seven experts who are purposefully selected based on their knowledge and experience in managing the quality of Phrapariyattidhamma schools under the General Education Division. Additionally, a sample group of 44 individuals is selected through purposive sampling, along with five experts who are chosen for their expertise in external quality assessment and their role as stakeholders in the field. Data analysis is conducted using statistical methods such as mean, standard deviation, and the priority needs index, as well as content analysis to ensure a comprehensive understanding of the findings.

The research findings reveal that 1) the promotion and monitoring approaches consist of (1) principles, (2) objectives, (3) implementation method, (4) factors influencing the evaluation. 2) The study of current conditions shows an overall average score at a moderate level (=3.02; S.D.=0.65). For the desired conditions, the overall average score is at a high level (=3.95; S.D.=0.64). 3) The promotion and monitoring model consists of (1) principles, (2) objectives, (3) implementation method, (4) factors influencing the evaluation. The model demonstrates high levels of accuracy and feasibility. Additionally, the research introduces a developed model called the D-A-E-M Quality Model, which consists of D (Design) means activity analysis and design, A (Action) means activity implementation based on the development plan using distance learning information technology, E (Evaluation) means activity assessment at every stage to meet set standards, M (Modify) means activity process improvement, adjustment, and refinement.
