Phayao Lake Charter and Citizen Empowerment

Abstract

          The objectives of this research are to study processes for Citizen Empowerment by public communication and to develop a pattern for Citizen Empowerment by public communication about Phayao Lake Charter. This is an action research with the group discussion and broadcasted by Phayao Community TV via social media.

          The results are found that 1) at first the Citizen Empowerment by public communication about Phayao Lake Charter has a team meeting to inform the roles of researcher as facilitators for communication with the public. It also includes providing information about Phayao Lake Charter to participants and audients before live broadcasting. During live broadcasting facilitators talk to participants and audients to make good atmosphere for discussion. Also, they are informed about the background of the discussion. After live broadcasting it is a group discussion about the forum or lesson learned. Then, it is an evaluation from public communication by Phayao Television Facebook Page audients through perception, participation, and support of the policy. 2) The first pattern for Citizen Empowerment by public communication about Phayao Lake Charter is public communication in a group level in a broadcasting room. The participants are stakeholders. This purpose is to create democratic culture to criticize the public policy positively. The second pattern is in a community level. The participants are different groups of people in communities. The discussion topics benefit to a community. Group discussion is hold in a public space. This purpose is to build communicative skill and to participate in a public agenda. The third pattern is in a public level. The participants are stakeholders and policy makers of local area. It is made in cooperation with a networking of the professional media for broadcasting. The discussion is hold in a public which audients can watch and comment. This purpose is to make a change in public policy by communities’ participation and to create democratic processes for public affairs.
