Guidelines for procurement of Public Higher Education Institutions of the Central Region : Case Study Rajamangala University of Technology Rattanakosin

Abstract

These research aims as follows: 1) Studying the methods and algorithms on procurement for improving according to the Government Procurement and Supplies Management Act B.E. 2560. 2) Investigation to problems and obstacles an implementation of The Public Higher Education Institutions that is the target group is the Public Higher Education Institutions under the Government Procurement and Supplies Management Act B.E. 2560. General Administration Officer College of Management Innovation Employees Rajamangala University of Technology Rattanakosin 3) Guidelines for Procurement of Public Higher Education Institutions of the Central Region: Case Study Rajamangala University of Technology Rattanakosin. The Public Higher Education Institutions that is the target group is the Public Higher Education Institutions, which consist of the Rajamangala University of Technology Rattanakosin 4 areas of Salaya area, Bophitphimuk Chakrawat area, Poh-chang Academy of Arts, Wang Klai Kangwon Campus. The interview was conducted with 5 people in each place, a total of 20. Analysis methods by studying from the documents and interviews of the agencies, then use both data. The results of the study showed that: 1) the procurement process starts from the announcement of the procurement plan, the preparation of the report for the purchase or employment, the establishment of the committee for the management of supplies. The procurement method       is divided into 3 methods: inviting announcements, selection, and specific identification methods. 2) Problems and obstacles that are significant factors affecting the procurement process are found in supply, control, maintenance, and relevant persons are inapprehensive of the procurement process according to the Government Procurement and Supplies Management Act B.E. 2560.   And 3) Guidelines for solving problems and obstacles in the procurement of public higher education institutions: Case Study Rajamangala University of Technology Rattanakosin showed that knowledge and understanding of personnel in procurement should be strengthened in accordance with the procedures required by law. And create awareness for personnel to be responsible for maintenance and strictly follow the measures.
