Factors Affecting Public Participation in the Preparation of the Integrated Local Development Plan of Tha Muen Ram Subdistrict Administrative Organization, Wang Thong District, Phitsanulok Province

Abstract

The objectives of this research were: 1) to study the level of public participation in the preparation of the integrated local development plan, 2) to study the factors affecting public participation in the preparation of the integrated local development plan; and 3) to study the guidelines for promoting public participation in the preparation of the integrated local development plan. The research was conducted using a combination of quantitative and qualitative research methods. The population and sample consisted of 381 people aged 18 years and over and 10 key informants. The research tools were questionnaires and interview forms. Data were analyzed using statistics, frequency, 
percentage, mean, standard deviation, multiple regression analysis with the Enter 
Method for selecting independent variables and descriptive data analysis. 
The research results found that: 
1) The level of public participation in the preparation of the integrated local development plan, was at a high level overall. 
2) The factors affecting public participation in the preparation of the integrated local development plan, overall, were at a high level. The allocation of resources and budgets, overall, were at a high level, with a Beta value of .129 which affected public participation in the preparation of the integrated local development plan, with statistical significance at a level of .05. 
3) The guidelines for promoting public participation in the preparation of the integrated local development plan found that the following principles should be followed: 1) Creating understanding in decision-making about the local development plan, 2) Interaction for local development planning, and 3) Cooperation for inspection and evaluation.
