Implementation of the Medical Cannabis Policy in Mueang District, Phitsanulok Province

Abstract
3) investigate the problems, obstacles, and recommendations for policy implementation. This research employed a quantitative survey design. The sample consisted of 359 public health personnel working in Mueang District, Phitsanulok Province, determined based on the Taro Yamane formula. The research instrument was a questionnaire.
Content validity was verified by three experts, yielding an item-objective congruence index of 1.00 for all items, and the overall reliability coefficient was 0.939. Data were analyzed using frequency, percentage, mean, standard deviation, t-test, and one-way ANOVA.
The findings indicated that:
1) the overall implementation of the medical cannabis policy was at a high level (
2) personnel with different gender, age, educational level, marital status, and job position showed no statistically significant differences in their opinions on policy implementation.
3) the major problems included unclear local monitoring mechanisms, insufficient community knowledge regarding medical cannabis use, and concerns about inappropriate use among youth.
Key recommendations include establishing clear local supervisory mechanisms, enhancing the knowledge of personnel and the public, and improving legal guidelines to support medical use more appropriately.
