DEVELOPMENT GUIDELINE OF GOVERNMENT PROCUREMENT PROCESS FOR DEPARTMENT OF CHILDREN AND YOUTH MINISTRY OF SOCIAL DEVELOPMENT AND HUMAN SECURITY

Abstract

The objective of this research is 1) Studying the level of knowledge and understanding in the operational process Procurement of personnel working in supplies department Of the Department of Children and Youth Affairs, Ministry of Social Development and Human Security; and 2) Studying the problems and obstacles.In procurement operations Of personnel working in supplies department Of the Department of Children and Youth Affairs, Ministry of Social Development and Human Security.The population used in the study is personnel within the Department of Children and Youth Affairs. Personnel with duties or persons assigned by Person with authority to perform duties relating to procurement or procurement management From the database of civil servants, permanent employees, government officials from a total of 222 human resource management groups. Data were collected by using questionnaires. The data obtained from the questionnaires were evaluated using statistical software packages. The statistics used for data analysis are Frequency and Percentage. Mean and standard deviation and ANOVA statistics.

Research Findings, 1)Knowledge level and understanding in the procurement operations process procurement of personnel working in the warehouse department Of the Department of Children and Youth Affairs, Ministry of Social Development and Human Security. The overall image is at a high level. In descending order. Such as Problems and obstacles Performance level Procurement practices are clear. At a high level, the person in charge of the project has specified an operational plan but has not implemented. According to the plan resulting in procurement at a close pace at a medium level and proceed project before approval of procurement. Ranked at a low level respectively; 2) Problems and obstacles in procurement operations Of personnel working in supplies department Of the Department of Children and Youth Affairs Ministry of Social Development and Human Security, including guidelines for the development of the procurement process of personnel working in the Department of Children and Youth Affairs, Ministry of Social Development and Human Security.
